Transition Associate Director of Health and Care Workforce Development
This is a high-profile opportunity to shape workforce transformation across Birmingham, Black Country and Solihull ICB at a pivotal time.
We are looking for a senior leader to drive delivery of the funded Cluster Business Case, working across health and care to develop sustainable workforce solutions that support integration, improve services and deliver better outcomes.
This fixed-term/secondment post could also offer a strong development opportunity for an experienced leader ready to step into a broader system role or taking their next steps.
This post is being offered on a fixed term/secondment basis until 31 March 2027.

Main duties of the job
In this role, you will provide strategic leadership to the Cluster Workforce Programme Board, drive delivery of shared workforce priorities, and build strong partnerships across providers, education and system leadership. You will identify workforce risks, lead system-wide solutions, and support the transition to provider-led workforce models that deliver impact, sustainability and value for money.
We are looking for someone who has significant senior leadership experience in the NHS, a strong track record of delivering complex programmes and service improvement, and a deep understanding of NHS and social care priorities, workforce development and commissioning. You will bring strong judgement, analytical thinking and influencing skills, alongside the credibility to build trusted partnerships across organisational boundaries. Most importantly, you will be an inclusive, values-driven leader who can lead both directly and through matrix working.

Job responsibilities
The postholder will act as a senior representative and ambassador of the organisation and must demonstrate high standards of behaviour commensurate with a senior leader whilst providing overall strategic leadership to plan and deliver relevant services.
You will provide strategic leadership and delivery for the Cluster Workforce Programme Board. You will be accountable for supporting the delivery and transition of cluster wide collaborative workforce development programmes. Leading a professional, efficient, effective and high quality team and function to achieve excellence, making the best use of resources and improving equity to ensure a marked difference in patient outcomes.
You will identify key opportunities for collaborative programmes of work arising from other national priorities such as the NHS 10 Year Plan 3 shifts and NHS 10 Year Workforce Plan, Transforming People Services, and seeking good practice examples for scale and spread across the Cluster.

1. System Workforce Leadership and Programme Management
As well as providing senior system leadership and authoritative workforce insight you will demonstrate technical programme management skills, you will be expected to offer workforce expertise and leadership to project teams to fully support the achievement of project and programme outcomes to the required standard and within budget.
2. System Provider Workforce Development
Lead the design and development of multi-partner workforce strategies and plans (NHS providers, primary care, social care and VCFSE sectors) to underpin and the 3 shifts including neighbourhood health
3. Future Workforce Supply and Education Partnerships
Support future workforce pipelines through strong partnerships with education providers, Training Hubs and skills programmes, ensuring alignment of supply to provider needs. Creating supportive learning environments to deliver high quality education and offer a wide range of entry points to health and care careers
4. Workforce Risk Identification and Mitigation
Provide expert workforce risk identification and support associated strategic system provider workforce mitigations.
5. Future Provider Workforce Operating and Funding Model
Lead the scoping, design and implementation of the future provider workforce operating and funding model working in partnership with health and care providers, finance, contracting and procurement teams to ensure safe, sustainable and value driven approach.
Person Specification
Qualifications
* Educated to Masters degree level in relevant subject, or equivalent level qualification, or significant demonstrable experience of working at a similar level in a specialist area
* Membership of relevant professional body
* Evidence of continued professional development
* Programme or project management training or equivalent experience
* A broad range of extensive knowledge in more than one specialist area, acquired though postgraduate diploma or equivalent experience, plus further specialist knowledge or experience
Experience
* Significant experience of delivery as a senior NHS manager
* Significant experience of application of commissioning competencies across the commissioning cycle to deliver achievements in outcomes and services for the portfolio
* Proven successful experience of working with clinical and managerial colleagues across and within organisations
* Staff line management experience and wider coordination of a team e.g. through matrix working
* Excellent understanding of strategic NHS and social care issues, priorities, service developments and implications
* Significant experience of successfully operating in a politically sensitive environment
* An appreciation of the relationship between the Department of Health, NHS England and the local operating framework for the system/cluster
