About the Role and our Ideal Candidate
The post holder will lead the Adult Social Care (ASC) Finance Service to provide a range of services including payments, debt recovery, client financial management and financial assessments for Kingston ASC Service Users and / or their representatives.
Our Ideal Candidate
- Expert Knowledge: A proven track record of working within a Local Authority Adult Social Care financial setting, with an intimate understanding of Care Act regulations, Annex C income treatments, and charging policies.
- Leadership Capability: Experience managing or supervising professional teams, with the ability to inspire, upskill, and manage performance effectively.
- Analytical Skills: The ability to dissect complex financial datasets, interpret legislative changes, and present clear financial insights to non-financial strategic directors.
- Communication Skills: Exceptional communication skills, with the ability to explain complex charging rules calmly and clearly to vulnerable residents or their representatives during appeals.
Key Responsibilities
- Regulatory Compliance: Oversee and quality-assure complex financial assessments, ensuring strict adherence to the Care Act Statutory Guidance, including accurate applications of the Minimum Income Guarantee, property waivers, and deferred payment agreements.
- Strategic Oversight: Lead, mentor, and develop a dedicated team of financial assessment, debt recovery and client finance officers, fostering a culture of accuracy, empathy, and efficiency.
- Appeals & Debt Management: Act as the senior point of escalation for complex financial assessment appeals, dispute resolutions, and debt recovery strategies, ensuring compassionate yet effective revenue collection.
