The Programme Manager role operates as part of the Integrated Programme Management Office, this role sits within the Navy Command business area.��
In development, the Programme Manager will report to the Programme Director.
This position is advertised at 37 hours per week.�
Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. Job description
Leadership
1. Manage and provide leadership support for team members in order to support delivery of outputs � �
2. Ensure performance is managed consistently and fairly, including Diversity and Inclusion principles and provide regular feedback�
3. Identify and develop capability needs, ensuring robust Development Plans are in place for yourself and your team�
4. Ensure own and team�s compliance with mandatory requirements Health & Safety training.
5. Inspire, motivate and engage with the Integrated Programme Management Team and with other external teams across the HMNB Clyde establishment community, by providing positive working environment and empowering the teams at all levels.
6. Provide support to Line Manager and Programme Director to deliver departmental outputs with minimal supervision.�
7. Recruit and line manage staff as required.
8. Any other ad-hoc duties re required by the Programme Director.��
Programme Management
9. Proactively monitor the progress of the programme, resolving issues and initiating appropriate corrective action��
10. Define, implement, and act to continuously improve programme controls to increase delivery confidence and understanding.�
11. Monitor, manage and report on programme performance (time, cost, quality, safety etc.)
12. Provide appropriate reports to the Programme Director, Defence Infrastructure Organisation, Senior Responsible Officer and Front Line Command.�
13. Act as a leading figure in the work to integrate organisations across Clyde and support implementation of an integrated project team approach across the programme, providing support and��guidance where required.�
14. Provide education, guidance, advice and coaching on programme management best practice to programme colleagues.�
15. Provide strategic advice and support project delivery and wider programme stakeholders where required.
16. Deputise where required for Programme Director on programme matters.
17. Core programme management products, including programme mandate, programme plans, Risk, Assurance, Issues, & Dependencies (RAID) logs, governance documents.��
18. Highlight reports, progress updates and other reports as required ( Portfolio Management Reporting System)�
19. Development and critique of Business Cases.
20. Benefits maps and profiles, and benefit realisation plans.
21. Recruit appropriate programme office staff and manage the ongoing development and performance of the team members.�

Essential Experience�
22. Leading within a large or complex programme.
23. Delivering within a structured environment and capable of deriving innovative and creative solutions to problems.�
24. Successfully leading a virtual �team� from across functional, organisational, or geographic boundaries to deliver high quality outputs.
25. Leading stakeholder management activates within a complex environment.
26. Educated to degree level in a relevant discipline ( Project Management) or able to demonstrate significant knowledge experience at a comparable level.�
Desirable Experience�
27. Experience of large Infrastructure or capability delivery programmes.�
28. Delivered programmes within a regulated environment.�
29. Experience of working in or knowledge of the defence or security sector � either through government or industry.
30. Demonstrable commitment to learning and using established project management methodologies to enable successful delivery.
Qualifications
Obtained or working towards one of the following:
