Our client, a prominent council in Essex, is seeking an experienced Interim Director of Highways & Transport to join their team on a contract basis. This role is critical for ensuring the smooth operation and strategic direction of the Highways and Transport functions within the council.
Key Responsibilities:
Lead all business-as-usual (BAU) aspects of the Highways and Transport service.
Plan and prepare for the disaggregation of the Transport Authority and Highways Authority functions to new councils by April 2028.
Ensure tight contractual compliance with the incumbent provider, working collaboratively with elected members.
Manage the Integrated Passenger Transport Unit, including Home to School Transport.
Oversee the delivery of a £24m Bus Service Improvement Programme (BSIP).
Collaborate with the Department for Transport, National Highways, MHCLG, and Homes England on various initiatives.
Ensure the Highways capital programme is delivered on time and within budget.
Lead the hand back of the A130 PFI contract.
Job Requirements:
Educated to degree level or equivalent by experience.
Continuing professional development and expert knowledge of Highways and Transport.
Significant experience in developing solutions to deliver value for money services in relevant areas.
Strong project management and commercial experience, with a clear understanding of financial responsibilities.
Experience with senior-level stakeholder management to operate, negotiate, and deliver commercial structures.
Proven track record in managing large commercial contracts in Transportation and/or Highways.
Ability to forge strong teams and achieve strategic objectives in a complex organisation.
Proven communication skills for influencing at various levels.
Experience delivering in rapidly changing environments and proactively leading change initiatives.
