CarmichaelUK are recruiting for an experienced Procurement Manager to join a leading Joint Venture delivering the HS2 project in Buckinghamshire.
This is a fantastic opportunity to play a key role on one of the UK’s largest and most complex infrastructure projects. You will take the lead in procurement and supply chain management across major civil engineering packages, including earthworks, structures, and environmental works.
Experience working with a Tier One civil engineering contractor on large-scale infrastructure projects, Joint Ventures, or Alliances will be highly advantageous.
Key Responsibilities
Develop and deliver procurement strategies for key infrastructure and civil engineering packages
Lead the full tendering process, including prequalification, tender evaluation, and contract award
Ensure all procurement activities align with Joint Venture and HS2 governance requirements
Build, manage, and maintain strong supplier relationships, monitoring performance across the supply chain
Support contract negotiations, risk management, and value engineering initiatives
Collaborate closely with commercial, engineering, and planning teams to support project delivery
Monitor market trends to identify opportunities for innovation, efficiency, and cost savings
Provide accurate and timely reporting on procurement progress and expenditure
Requirements
Degree or equivalent in Procurement, Supply Chain Management, Quantity Surveying, or Business
Proven experience as a Procurement Manager on large-scale civil engineering or infrastructure projects
Strong knowledge of NEC contracts and public sector procurement processes
Excellent negotiation, analytical, and communication skills
Ability to manage multiple workstreams and stakeholders in a fast-paced environment
CIPS qualification (desirable)
Proficient in MS Office and procurement systems (e.g. Oracle, SAP, or similar)
