Job Purpose

To assist the Group PMO in the newly formed Office of the CIO, this will include:

Supporting the Group PMO in delivering robust financial governance, project assurance, and continuous improvement across the Office of the CIO. This role is central to maintaining delivery capacity, governance quality, and financial discipline, especially as PMB governance and financial oversight have transitioned centrally under Group IT PMO from the COO.


Detailed Duties

* Lead the rationalisation and financial tracking review of UK and Bermuda project portfolios, ensuring alignment between IT and Finance.
* Lead the UK and Bermuda Portfolio governance process, including the tracking of budgets, allocation and approve of budgets, rolled up updates of all in scope projects.
* Act as subject-matter lead for Fluid PPM, including hands-on rollout of time tracking in the US and supporting adoption across the group.
* Maintain and reconcile detailed invoice trackers, working closely with Finance to ensure accuracy and transparency of budget views.
* Manage accrual-related activities, ensuring low materiality thresholds are consistently met and financial controls are robust.
* Oversee the preparation and quality assurance of Stage-Gate artefacts, ensuring completeness and compliance with governance standards for the PMB.
* Track and manage changes to projects and programmes (scope, time, cost), ensuring adherence to change control governance.
* Provide continuity and structure during governance and budget transitions, particularly as PMB governance and financial oversight have moved centrally under Group PMO.
* Serve as PMO Lead on major programmes (e.g., Aurora), and rebalance capacity as needed to focus on group-level governance and financial oversight.
* Deliver monthly project reporting, assurance reviews, and heatmap analysis to support decision-making and continuous improvement.
* Champion governance processes, cost–benefit analysis, and benefits tracking, embedding these disciplines across the business.
* Provide guidance, training, and support to PMO Analysts and Project Managers, fostering a culture of high performance and continuous development.
* Respond flexibly to ad-hoc requests from the Group PMO, supporting strategic priorities and operational needs as they arise.


Person Specification

* Demonstrates strong leadership, judgement, and the ability to operate independently across complex, multi-region portfolios.
* Excellent communication and stakeholder management skills, with the confidence to engage at all levels of the organisation, including senior leadership.
* Highly analytical, organised, and detail-oriented, with a proven track record of maintaining rigorous financial controls and governance standards.
* Proactive and adaptable, able to respond effectively to changing priorities and deliver results under pressure.
* Skilled in building and maintaining continuity during periods of organisational change, particularly in governance and financial oversight transitions.
* Advanced proficiency in Microsoft Office applications (Excel, Visio, PowerPoint, Word, Outlook) and experience with project delivery tools (Fluid PPM, DevOps, Testmonitor, Miro) is highly desirable.
* Committed to continuous improvement, cost–benefit analysis, and embedding best practice across the PMO function.


Technical Knowledge

* Deep understanding of the end-to-end project lifecycle, including methodologies such as Waterfall, Agile, and Hybrid approaches.
* Strong grasp of financial planning, budgeting, forecasting, and cost–benefit analysis within a project and portfolio management context.
* Advanced skills in Microsoft Office applications, particularly Excel (including advanced formulas and data analysis), Visio, PowerPoint, Word, and Outlook.
* Proficient in the use and rollout of project delivery and portfolio management tools, especially Fluid PPM; experience with DevOps, Testmonitor, and Miro is highly desirable.
* Ability to construct, review, and assure project plans, resource allocation models, and benefit realisation frameworks.
* Skilled in preparing and quality-assuring governance artefacts, including Stage-Gate documentation, RAID logs, and monthly reporting packs.
* Experience in managing financial reconciliations, accruals, and invoice tracking, ensuring alignment between IT and Finance.
* Comfortable with data analysis, reporting, and presenting insights to support decision-making at senior levels.
