About the role Bury Council is committed to providing safe, clean and wellmanaged neighbourhoods where residents feel proud to live. We are seeking an experienced and motivated Caretaking, Cleaning and Contract Manager to lead and develop caretaking, cleaning and grounds maintenance services across the council’s housing stock and communal areas. This is a key operational leadership role within Housing and Neighbourhood Services. The postholder will combine daytoday service management with strategic oversight, ensuring high standards of cleanliness, safety and environmental quality while delivering value for money, regulatory compliance and excellent customer service for tenants and residents. Key responsibilities You will be responsible for leading, managing and developing caretaking staff, domestic cleaners and contractdelivered services. This includes overseeing cleaning and grounds maintenance contracts, ensuring agreed performance standards, specifications and KPIs are achieved and maintained. You will ensure that estates, communal areas and open spaces are clean, safe and well presented, managing service delivery through both planned and responsive work programmes. A strong focus on health and safety is essential, including compliance with legislation, risk assessments, COSHH requirements and the investigation of incidents and complaints. The role includes managing delegated budgets, resources, equipment and contractor performance to ensure services are efficient, effective and represent value for money. You will lead procurement and contract management activity in line with council procedures and sustainability objectives. You will work closely with residents, colleagues, contractors and partner agencies, responding effectively to feedback, complaints, Stage 1 complaints and member enquiries. You will also contribute to service reviews, performance monitoring, audits, policy development and continuous improvement activity across Housing Services. Safeguarding adults and children will be central to the role, alongside promoting equality, diversity and inclusion in all aspects of service delivery. The postholder will also participate in the housing emergency oncall rota as required. About you You will be an organised, resilient and confident leader with experience of managing operational services and contracts, ideally within housing, environmental or customerfocused services. You will be able to balance operational detail with strategic thinking and will take a practical, solutionfocused approach to problem solving. You will have experience of leading teams, managing performance and working with contractors and partners. You will have a strong working knowledge of health and safety legislation and compliance requirements, experience of managing budgets, and the ability to prioritise competing demands while maintaining service standards. Excellent communication and relationshipbuilding skills are essential, together with a strong commitment to customer service, safeguarding and continuous improvement. A full driving licence and access to a vehicle are required for this role. It is desirable that you hold, or are working towards, a relevant housing qualification (such as CIH Level 4), along with health and safety training (for example IOSH Managing Safely), leadership or management qualifications, and contract management or procurement experience.
