Overview

We are seeking an experienced Population Health Management (PHM) and Health Inequalities Analyst to lead analytics for the Musculoskeletal (MSK), Children and Young People (CYP), and Cancer programmes. This secondment will run until 31 March 2026 and involves developing and maintaining PHM insight products and Power BI dashboards, applying techniques such as segmentation, risk stratification, and impactability modelling. You will translate complex analysis into actionable insights to reduce variation and tackle health inequalities, working closely with transformation teams, clinicians, and public health colleagues.

Key Duties & Responsibilities

* Act as the PHM and HI lead analyst for MSK, CYP, and Cancer across NHS STW.
* Build, update, and maintain Power BI dashboards and reporting tools for the MSK, CYP, and Cancer portfolios.
* Apply PHM techniques such as segmentation, risk stratification, and impactability modelling to inform service transformation.
* Translate analytical outputs into actionable insights to reduce variation and tackle health inequalities.
* Work with clinicians, programme leads, digital and transformation teams to embed analytics into programme planning and evaluation.
* Use NHS and local datasets (including SUS, primary care, and public health datasets) to conduct in-depth analyses and drive local population profiling.
* Design and deliver bespoke analyses to support planning, evaluation, and targeting of interventions within MSK, CYP, and Cancer pathways.
* Represent analytics in multi-agency meetings, ensuring PHM data is embedded in service improvement and commissioning decisions.
* Maintain professional standards aligned with NHSE’s DDaT Framework and participate in the NHS STW analytics community of practice.


Operational Responsibility

* The post holder will support the Business Intelligence Manager and their team to ensure that their workstream of programmes are planned and managed effectively and take the lead in assisting in their successful delivery.
* Support and monitor the delivery of key activities and outputs and link into the National Population Health Management Development Programme.
* Within the health setting, work closely with clinical leads, specialist Population Health Management suppliers, transformation workstreams, Digital and the National Population Health Management Development Team to ensure the local Population Health Management programme is fit for purpose and delivers benefits.
* Develop a set of key objectives for the development and implementation of Population Health Management locally and monitor delivery against these objectives.


Financial and Physical Resources

* Hold delegated budget including for own specialist service.
* Contribute to the formulation of budgets for their section and externally.
* Authorised signatory to verify and authorise travel expenses and timesheets for bank and agency workers when totalling around £1,000 per month.


Human Resources

* Day to day management of a team of staff, including work allocation, with potential to train less experienced staff as appropriate.
* Explain processes and procedures to those unfamiliar with them and provide training to support as appropriate.
* Provide training on specialism to staff at all levels, including clinicians and management.


Information Management

Responsible for the maintenance of the directorate’s information system and regular advanced-level use of IT packages to create reports from databases, and to design and format reports.


Planning and Organisation

* Plan and organise a broad range of complex activities; formulate and adjust plans and strategies; coordinate allocation of plans as appropriate.
* Plan and implement new ways of working, facilitate collaborative working, and capacity planning.


Policy and Service Development

* Implement policies and propose changes to practices, procedures and policies for own area; may impact areas outside own.
* Develop service-wide performance and service policies.


Research and Development

* Complete organisational staff surveys as required and participate in other surveys or audits applicable to the role.
* May undertake complex surveys and audits as necessary to own work.


Freedom to Act

* Follow organisational and professional policies to achieve outcomes; work autonomously as a specialist and lead on specific projects as required.


Analytical and Judgemental Responsibility

* Analyse performance data and capacity and demand data to identify collaboration or improvement opportunities.
* Analyse intricate enquiries requiring interpretation and evaluation of options with consideration of conflicting information or trends.


Communication

* Communicate, present, and receive complex or sensitive information to a varied audience including internal and external staff and organisations. Present workshops to large groups of staff as needed.
* Motivate and encourage collaborative working to improve services and performance, addressing resistance to change.
