Job Title: HSE Supervisor
Location: Chester
Contract: 12 Month Renewable
Overview:
* To oversee and where necessary provide direct supervision support of the WP4 SoW for planning and execution of site construction activities and operations to ensure effective HSE management controls and arrangements are being applied, achievement of project HSE objectives and compliance with requirements of the company Policy, HSE-MS, UK H&S Regulations and the WP4 ITT / SoW HSE requirements
* Act as CPY site reference and focal point for all site/operational HSE matters
Scope:
* All Contractors/Sub-Contractors (SC) & vendors/suppliers
* All Site Locations and Activities including construction, work compounds / laydown areas,temporary construction facilities, office buildings, ports of embarkation
* All plant, equipment, personnel involved in the work activities
* Transportation of personnel and equipment
* Relevant external interfaces
Main Activities & Responsibilities:
* Overseeing, coordinating and working in collaboration / coordination with the Contractor HSE Management / Advisors and Operational Supervisors (UI and SCs)
* Review of Operational / Operating Procedures & Policies across all H&S areas (operations, plant and equipment, people) to ensure they meet Regulatory, Good Practice and CPY Stds and effectively implemented (UI and SC)
* Review of Risk Registers and RAMS to ensure all operations and activities are covered with effective risk management controls defined and implemented, including Emergency Response(UI and SC)
* Review and ensure effective PtW processes and implementation (UI and SCs)
* Promote / ensure site housekeeping (H&S and ENV) standards and welfare facilities
* Monitor and review road transportation / vehicle safety for personnel / equipment (and promote driving safety for worker’s commuting journey)
* Monitor and ensure effectiveness of CDM requirements (as Client HSE) are applied by Principal Contractor including; CPP, HSE Interfaces, Maintenance / compilation of the H&S File, Emergency Response, Where necessary liaison with PD for construction
* Ensure suitable provisions are applied by UI/SC for site supervision, identify critical tasks and activities where direct CPY HSE supervision involvement is required (in collaboration and coordination with UI / SCs supervision)
* Ensure UI and SC standards and control arrangements are aligned with the LB CCS (ENI) Golden Rules and promotion / effective use of STA
* Monitor and ensure effective implementation of CEMP requirements within site activities and ensure all applicable environmental consents and planning (e.g., discharge consents, waste carrier licenses) are valid and in place before work starts
* Monitor the site Waste Management Plan and maintain the Waste Transfer Notes (WTN) for every load with a log of quantities and destination.
* Attend / participate in relevant Project HSE Studies (e.g. HAZCONs, Construction reviews etc)- Ensure UI and SC maintain and implement effective competency (and relevant certifications/qualification) / training and onboarding / inductions etc for all personnel working across all locations and activities, plant operators etc
* Ensure effective arrangements and processes are maintained for the notification to CPY of all significant incidents / accidents- Participate in / where necessary undertake investigation of incidents / accidents
* Ensure effective processes are implemented within daily reporting for HSE indicators
* Ensure effective collection and reporting processes implemented for Monthly HSE KPI Data from all locations and activities
* Undertake regular / routine analysis of UI HSE data & information (e.g., GC/CC, NM etc) to identify significant indicators / trends and improvement actions and their effective / timely closeout
* Review and ensure effective CTR site inspection and audit plans / implementation, review outcomes and effectiveness of actions / implementation
* Develop a plan and undertake regular CPY site inspections and audits, prepare reports and follow up actions, covering; Site HSE risk management and controls, H&S Regulations (incl. CDM)
* Attend, participate, contribute to relevant project meetings CPY and CTR for HSE and project including site / daily / weekly / planning meetings
* Compile reports and presentations for HSE management and performance for dissemination /inputs for Project Management- Promote / lead CPY initiatives / programmes for H&S and sharing / communication of HSE performance and good practice within the organisation to promote positive safety culture
Required Experience and Technical Competencies:
* 10 years of working with in pipeline (or equivalent onshore) construction or equivalent operations and activities.
* 5 years of Health & Safety applied practice / role
* Strong Knowledge and Experience of application of CDM Regulations
* Good working knowledge of good industry practice for HSE management within construction andhigh hazard operations
* Good working knowledge of UK HSE H&S Regulations, ACOPs and Guidelines
* Strong knowledge of the application of safe systems of work / control of work
* Experience in the provision of HSE training
* Ability to prioritise and self-manage workload, and to plan effectively.
* Good communications skills across workforce and management
* Strong ability to work effectively as part of a diverse team, must be team oriented
