Overview
An exciting opportunity within the General Surgery Directorate for an Assistant Directorate Manager to support the specialities. The post provides operational management support to ensure key national standards are met and to assist with restoration of elective services. The post holder will be responsible for an agreed set of specialties within the Directorate and will assist the Directorate Manager with delivery of corporate policy, business planning and service development in line with the Trust's vision, values and strategic goals. The post holder will lead the delivery of a range of national and locally agreed operational standards across designated specialties and manage day-to-day operational performance to optimise capacity and keep waiting times low.
Responsibilities
1. Lead the delivery of national and locally agreed operational standards across designated specialties.
2. Manage day-to-day operational management of the specialty and optimise capacity to ensure waiting times are kept low.
3. Maintain specific budgetary responsibility for a defined group of medical secretaries and collaborate to achieve KPIs, including the 18-week and cancer targets.
4. Maximise elective operations and outpatient capacity to manage clinical risk from overdue follow ups and deliver 92% of pathways under 18 weeks.
5. Provide additional theatre and outpatient sessions as needed to reduce backlog of overdue appointments and elective procedures.
6. Support Clinical Service Lead(s) and Matrons by attending Clinical Unit meetings and working with Finance, HR and Information departments to provide Heads of Services and Matrons with information to manage service areas and meet performance targets.
7. Monitor and manage performance within own area to support outpatient, diagnostic, in-patient and day case targets; demonstrate service knowledge to make decisions on changes needed to meet aims and targets.
8. Engage clinicians, managers and staff to develop robust pathways ensuring delivery of 18-week RTT standards.
9. Develop and manage patient-focused, efficient waiting list management systems to proactively delivery based on demand.
10. Regularly monitor systems (Choose & Book, PAS, Theatre Management System) to ensure theatre lists are fully utilised and capacity is optimised, liaising with Clinical Service Leads as appropriate.
11. Assist and lead, where appropriate, on Trust Transformation projects (e.g., flexible working and outpatient productivity).
People Management and Development
1. Manage selection, recruitment and induction of staff within a defined area.
2. Provide effective leadership, motivation, performance management and development processes to achieve the Clinical Directorate’s aims and objectives.
3. Manage medical secretaries on a day-to-day basis ensuring capability, conduct and performance appropriate to roles.
4. Regularly assess the service provision of medical secretary support relative to typing output targets and address shortfalls per Trust policy.
5. Provide a supportive and developmental environment with regular staff appraisals in line with Trust policy.
6. Ensure mandatory and developmental training is completed in accordance with policy.
7. Resolve disputes and conflicts locally where possible, escalating using Capability, Grievance and Disciplinary policies as needed.
Budgetary and Financial Management
1. Manage and monitor expenditure for the medical secretaries’ budget aligned with service provision.
2. Order goods within the Trust’s financial framework and Standing Financial Instructions.
3. Support identification and delivery of cost improvements, service developments and income generation opportunities within the Directorate.
4. Ensure best value and efficient use of resources at all times.
5. Identify, implement and monitor year-on-year cost improvement initiatives in line with targets.
6. Assist the Divisional Manager in the production of outline and full business cases.
Risk Management
1. Ensure all accountable staff are competent to undertake their roles.
2. Ensure staff under the post holder’s direction comply with Trust policies and procedures.
3. Understand the Trust’s incident reporting processes using the Datix System; record incidents and escalate higher-level incidents, implementing actions from root cause analyses.
4. Complete investigations following Datix submissions for areas of responsibility.
5. Undertake risk assessments and implement risk-reducing measures for areas of responsibility.
6. Promote a culture of continuous improvement using incidents and complaints to drive performance.
