We are seeking an experienced Senior Technical Surveyor to join our Asset Management team, providing expert technical support in preparing and managing property data, terrier plans, valuation plans, and mapping for council-owned land and buildings. In this role, you will: Maintain accurate land and property ownership records through the preparation, updating, and management of terrier plans. Support Right to Buy sales by producing compliant plans, property descriptions, and service charge layouts. Investigate and resolve boundary disputes and encroachments, liaising with tenants, leaseholders, owner-occupiers, solicitors, and internal teams. Provide specialist mapping and planning support to Housing, Legal, Planning, and Regeneration teams, ensuring alignment with planning policy and land use regulations. Use CAD or GIS software to create detailed plans, red/blue boundary maps, overlays, and site layouts to support planning applications and shared cost calculations. Mentor and supervise Project Officers, ensuring work is delivered to the highest standards. This is a technical lead position, requiring a strong grasp of property law, planning constraints, leasehold legislation, and shared cost apportionment. Essential Requirements:- BTEC HNC/HND in Building/Surveying, Land, or Property (or equivalent experience to this standard). Proven experience in: Preparing valuation, boundary, and service charge plans. Producing accurate digital drawings using CAD or GIS software. Supporting Right to Buy processes. Managing and resolving boundary disputes. Working with leasehold properties and shared cost calculations. Liaising with Planning or Regeneration teams on mapping and planning requirements. Strong knowledge of property legislation, including land tenure, boundaries, leasehold agreements, and Right to Buy regulations. Excellent communication skills and ability to work with a wide range of stakeholders. Ability to travel efficiently across the borough. The Senior Technical Surveyor plays a vital role in ensuring the integrity of the council’s property records, the fair apportionment of service charges, and the effective resolution of land-related disputes. You will provide detailed mapping and property data to support decision-making, planning applications, and regeneration projects. Working in an agile manner across Sandwell, you will adapt to changing priorities, respond to the needs of multiple service areas, and act as a trusted technical advisor for complex property matters.
