A leading organisation in the Leeds area is seeking a PMO Assurance & Controls Manager to play a key role in shaping the controls, reporting andernance capability for a major long‑term capital investment programme. This is a senior position within a growing PMO function, offering the chance to influence project performance across aplex, multi‑stakeholder delivery landscape.
In this role, you’ll lead the development and implementation of an integrated programme controls framework, ensuring that cost, schedule, risk and performance information is aligned, accurate and meaningful. You’ll provide assurance, challenge, and insight across a portfolio of high‑value projects, supporting informed decision-making and promoting delivery excellence.
The ideal candidate will bring experience from large scale infrastructure, capital programmes, engineering, orparableplex delivery environments - however candidates from aligned sectors with robust PMO / controls experience are also encouraged to apply.
Key Responsibilities:
1. Lead the programme control function, driving alignment between financial forecasts, scheduling, reporting and performance metrics
2. Develop and embed proportionate assurance processes across the programme
3. Produce high quality programme and project health reporting, offering constructive challenge and solution focused rmendations
4. Coordinate and quality‑assure programme status data, ensuring accuracy and consistency
5. Facilitate workshops and working sessions with internal and external stakeholders to define and refine controls requirements
6. Monitorpliance with project controls processes and support continuous improvement
7. Identify emerging risks and performance threats, driving proactive mitigation
8. Support the development of best practice across the wider PMO and projectmunity
Skills & Experience:
9. Strong background in PMO, project controls or assurance across major, multi‑disciplinary projects
10. Experience within large infrastructure, engineering, construction or otherplex delivery environments (or similar highplexity sectors)
11. Demonstrable experience in full lifecycle project delivery and project controls best practice
12. Proficiency with tools such as Primavera, cost management software or risk systems
13. Ability to interpret andmunicate key messages from performance data
14. Experience establishing or improving reporting frameworks andernance processes
15. Strong leadership, stakeholder engagement andmunication skills
16. Ability to challenge constructively, influence behaviours and drive standards
Desirable:
17. Experience coaching or influencing senior stakeholders
18. Familiarity withplexmercial or contractual environments
19. Experience working on large capital programmes or major project portfolios
