Overview We are currently seeking an M&E Pre-Construction Manager in Warrington to lead the front end of major building services opportunities, shaping projects from first enquiry through to handover into delivery. This is a senior role for someone who can bring structure to bids, coordinate technical input, manage risk early, and drive value engineering so every project starts with a clear scope, a buildable solution, and a strong commercial position. About the Company Our client is a well-established UK building services contractor with a strong engineering services capability and a consistent pipeline of work. They operate with a structured pre-con function, experienced delivery teams, and clear processes that support high-quality tender submissions and clean handovers. What You’ll Be Doing * Leading M&E pre-construction activity from enquiry through to tender submission and award * Coordinating estimating, design, and supply chain input to produce accurate, competitive bids * Reviewing employer requirements, specifications and drawings, confirming scope and identifying gaps * Driving value engineering and buildability reviews to improve cost, programme and delivery outcomes * Producing and managing tender programmes, resourcing plans and key assumptions * Managing risk registers and ensuring mitigation actions are in place from early stage * Leading tender clarifications and presenting bid strategy internally and externally * Supporting procurement strategy and early supply chain engagement to secure best value * Producing structured handovers for delivery teams, ensuring scope, risks and commercial position are clear Skills & Experience Required * Proven experience in an M&E pre-construction role within building services or engineering services contracting * Strong understanding of M&E packages and how design, estimating, procurement and delivery align * Confident coordinating multi-discipline stakeholders and managing competing deadlines * Strong commercial awareness, able to identify risk and protect margin through clarity and control * Comfortable leading value engineering and buildability discussions with internal teams and external parties * Strong communication and presentation skills * Structured, organised approach to documentation, reporting and bid governance * Proficient with Microsoft Office (Excel, Word, PowerPoint, Project beneficial) * Full UK driving licence (preferred) Benefits * Salary: £65,000 - £75,000 depending on experience * Car or car allowance plus benefits package * Permanent role with a strong pipeline and long-term opportunity * Senior position with real influence over bid strategy and project outcomes
