Fife Council is offering the opportunity to shape the future of Fife’s road network. We are seeking a motivated, strategic and experienced Lead Consultant, Network Condition to lead the development, coordination and delivery of Fife’s road asset condition and maintenance programmes.
This is a key leadership role at the heart of how we invest in, manage and improve Fife’s roads. As Lead Consultant, you’ll drive forward a data-led approach to network condition and programme management, ensuring our roads are safe, resilient and fit for the future, while making the best use of limited budgets.
You’ll lead the Network Condition team, influence priorities, and work with senior stakeholders to deliver practical, innovative solutions that make a real difference to communities across Fife.
Reporting to the Service Manager, you will provide professional leadership, technical guidance and programme oversight, ensuring the effective management of the road network and delivery of high-quality, best value, customer-focused services.
Key Responsibilities

1. Leading the network condition and maintenance programme across Fife.
2. Turning condition data into clear, deliverable investment plans.
3. Overseeing inspections, surveys and network performance reporting.
4. Managing resources and coordinating delivery across teams.
5. Providing clear, confident advice to senior leaders and elected members.
6. Driving continuous improvement and best value service delivery.
7. Responding to real-world issues, from customer concerns to network risks.
The Person
You are a forward-thinking leader with a passion for digital transformation and a strong Roads and Transportation background, able to combine technical expertise, leadership and real-world experience to drive meaningful change.
Degree (SCQF Level 9) in Civil Engineering, Transportation or equivalent
Significant experience in the Roads and Transportation industry.
Leadership, team‑building and relationship‑management skills.
Strong IT skills and willingness to embrace technology.
Political awareness and experience engaging with elected members.
Proven ability to lead and inspire a team, promoting a positive culture in the workplace.
Ability to travel within Fife.
Proven experience in roads / transportation or asset management.
Strong understanding of road maintenance, condition and legislation.
A confident leader who can turn data into decisions.
Ability to work across teams and influence at all levels.
Excellent communication skills, able to make complex issues clear.
