Overview
An exciting opportunity in North Norfolk to assist the Trust in managing NHS estate as part of the Community Service Operations. The post holder will be integral to successful management of compliance, health and safety across estates used by the Trust, through its relationships with other NHS organisations. This would be an excellent opportunity for candidates wishing to develop their career in Estates and Facilities services and contract management.
The Facilities Manager will play a proactive part within the Estates and Facilities team to meet Trust objectives in a safe, cost effective, efficient manner and compliant with legislation and good practice. You will assist the Facilities Operations Manager in providing effective site leadership for Estates & Facilities services, in capital projects, minor works, backlog and statutory maintenance, reactive maintenance and hotel services, ensuring sites are suitable for the services provided and that stakeholders are supported through sound performance management and team working.

Key duties and responsibilities
1. Management of Estates and Facilities (E&F) resource within the PLACE to ensure efficient and quality site management services and estate compliance.
2. Act as a conduit between E&F and the PLACE, providing effective customer service, attending relevant PLACE meetings and supporting the PLACE Quality Director in a responsive and proactive manner.
3. Manage the provision of outsourced services as delivered within the PLACE.
4. Ensure the Trust's site management services are governed within agreed policies and procedures and are budgeted for within agreed terms.
5. Actively participate in operational and strategic decision-making by attending Trust development groups and other relevant meetings and undertake project management where required.
6. Be the primary contact for service and building users for estates & facilities services, including tenants, within the PLACE.
7. Provide subject matter expertise for specific technical services across the PLACE where specified.
8. Co-ordinate/management of capital, service projects, minor works, reactive, backlog and statutory maintenance, acting as the conduit between support services, clinical operations and contractors.
9. Collate and present minor works requests for authorisation by Facilities Operations Manager.
10. Conduct briefing to Trust staff as required, including Trust induction.
11. Audit service contracts and technical service standards.
12. Attend contract meetings as required; monitor and report contract delivery managed within the PCN.
13. Participate in accommodation management group and deliver approved outcomes.
14. Work in partnership with operational staff across business units to assess Estates and Facilities service performance and map future requirements.
15. Assist the development and implementation of emergency action and service operational procedures; coordinate activities related to patient/staff evacuation and maintain fire safety procedures and resources at all sites.
16. Assist the Facilities Operations Manager in forming generic site continuity plans and procedures, their testing and communication.
17. Assist patients during incidental contact, address issues promptly, and maintain corporate image.
18. Support the Trusts subject matter experts in meeting Health and Safety, Infection Control, CQC, Fire and PLACE requirements by implementing and monitoring actions from inspections and audits; conduct and report on site audits.
19. Undertake training in specialist areas including legionella, medical gases, etc.
20. Manage security facilities at all sites in the relevant PLACE.
21. Identify commercial opportunities for service development and contribute to business plans.
22. Participate in Estate Manager meetings with Assistant Directors and managers to share best practices across the PLACE.
23. As budget holder, manage and analyse site budgets, address reasons for variances, and assist in budget setting; authorise expenditure within allocated budgets and use the procurement system.
24. Manage 3rd party tenants; maximise income by ensuring recharging and lease/licence documentation is reviewed and implemented.
25. Identify and implement cost improvement programmes (e.g., space and utilities) and participate in the Trusts sustainable development plan across the PLACE.
26. Participate in recruitment, selection and induction of staff when required.
27. Monitor and manage operational site statutory compliance; manage delivery of estates projects (minor works/capital) including the register, permits to work, and contribute to site data across information systems (Alemba, Cloud Booking, DATIX, and quality management systems).

Qualifications
* Essential: Degree or equivalent experience at Management level within Estates & Facilities operations
* Essential: IOSH
* Desirable: Qualification in project management or contract management; CDM Awareness

* Essential: High level administrative experience at senior level
* Desirable: Evidence of working in a healthcare environment
