Power Transmission & Distribution – EGL2 Project
Location: Albion Way, Willerby, Hull, HU10 6DN
Balfour Beatty is seeking an experienced Agricultural Liaison Officer (ALO) to join our Power Transmission & Distribution (T&D) team, supporting the delivery of the EGL2 Project. The Agricultural Liaison Officer plays a key interface management role throughout the life of the project, acting as the primary point of contact between Balfour Beatty Operations, landowners, tenants, the Client/Employer, and their representatives. The role is critical in ensuring construction activities are delivered in accordance with land access requirements, legal agreements, planning conditions, and contractual obligations.
What you’ll be doing
* Be the project responsible for direct management of key stakeholders – all landowners, and client/employer representatives – on land/access issues.
* Work with project planning to ensure the programme is aligned with harvest schedules and other LO requirements or restrictions.
* Agree access routes and locations with Client/Employer Lands team and ascertain any specific requirements. Communicate these to the project team.
* Communicate and give notice to LO of upcoming/planned works to ensure access is available in line with programme requirements, resolving or reporting when not.
* Audit operations to ensure works are completed in line with Landowner agreements and LA planning conditions, e.g. use of agreed access routes as per the CTMP, water discharge arrangements, recording of soil handling conditions during operations etc.
* Manage the maintenance of extensive soil bunds, including the management of subcontractors to carry out weed spraying and flailing works to landowner satisfaction.
* Liaison with other roles (Ecology, Environmental) to ensure compliance with other regulatory requirements and ensure programme.
* Present, discuss and agree preconstruction and post construction land drainage designs with LO’s to allow construction works to commence.
* Manage several online trackers for operational works interface with Client/Employer representatives and/or LO’s.
* Ensure contemporaneous records of LO conversations and precondition survey information are taken and stored in line with the Client/Employer and contract requirements.
* Sign off post construction restoration works with client and LO’s so that handover, project progress and project milestones are achieved.
* Resolution of landowners & client complaints and/or defects.
* Assistance in the negotiation of compensation claims including site visits to verify.
Additional accountabilities may include
* Liaison with authorities and project team to facilitate project program and project team requirements – including road and footpath closures, access routes off the public highway, applications to the Rivers and Canals trust etc.
* To communicate on a daily basis with the Client and Project team regarding access to LO property, to keep the LO informed of all required activities.
* To liaise with Operations team to ensure records of condition are taken prior to and post access to sites.
Who we’re looking for
The following qualities/experience are essential
* Knowledge of legislation, policy and best practice guidance across a range of areas including agriculture, drainage and soil assessment and management
* Demonstrable communication skills in dealing with multiple landowners/occupiers and client representatives.
* Demonstrable experience in dealing with conflicts of interest and finding resolutions. Communication and negotiating skills are a key element for this role.
* Ability to efficiently use the Office suite of packages, and other mapping software.
* An understanding of how agricultural practices, land management/farming processes can affect construction activities.
* Appropriate Health, Safety and Environmental knowledge and experience
* Full driving licence.
The following qualities/experience are desirable
* A formal qualification or experience working in an agricultural environment.
* Reasonable understanding of civil engineering and excavation works.
* Understanding of Agriculture and Grantor / land agent agreements
* Underground / overhead utility knowledge and experience.
* Knowledge of traffic management legislation.
* Able to work as part of a team.
