Thisis an exciting opportunity for an experienced and dynamic local GeneralPractitioner to provide senior clinical leadership to the North Central London(NCL) General Practice Provider Collaborative (GPPC). The Medical Director will work closely with the Chair, CEO and Board to shape the strategic direction of the organisation and support the development of a collaborative and high-performing organisation for General Practice across NCL.

The Medical Director will act as the Boards principal clinical adviser, ensuring the highest standards of patient safety, clinical governance and quality across all aspects of GPPC work. The postholder will champion clinically led decision-making, ensuring services and priorities are informed by evidence, best practice and the needs of local populations.

Weare seeking a credible and collaborative leader who can operate confidently at system level, advocating for General Practice as a strong and influential partner within the wider health and care system. The role will involve building trusted relationships across General Practice, provider organisations and system partners to support integration and the development of new models of care that deliver meaningful and improved patient outcomes.

This role is offered on a 2-3 sessions per week basis.


Main duties of the job

The Medical Director will provide strategic clinical leadership to the GPPC, supporting the Chair, CEO and Board to deliver the organisations vision, objectives and long-term sustainability on behalf of General Practice across North Central London.

The postholder will play a key role in strengthening the GPPCs position as a credible and influential system partner, developing effective relationships with General Practice, Integrated Care Board colleagues, Trusts and wider stakeholders to support service transformation, integration and neighbourhood working.

The Medical Director will act as a visible advocate for General Practice, promoting innovation, collaboration and clinically led service development, while ensuring General Practice is fully engaged in and contributing to system priorities and new models of care.

The role will provide senior clinical oversight across GPPC programmes, supporting high standards of patient safety, quality, clinical effectiveness and information governance. The postholder will also support and develop clinical leadership within the organisation and contribute to the development of effective, sustainable and high-quality services delivered at scale.

The Medical Director will lead on clinical governance arrangements for the organisation, including safeguarding and information governance, ensuring the GPPC consistently operates to the highest professional and ethical standards.

The GPPC is a membership body uniting the six Federations of North Central London and through them local General Practice. The GPPC provides a strong collective voice for General Practice, developing strategic alliances with system partners, working collaboratively to improve care pathways and patients outcomes. It coordinates at scale services, leveraging General Practices broad scope and capacity.

Job responsibilities


Strategic Leadership and Vision

* Provide clinical leadership to the delivery of the strategic vision working closely with the Chair, CEO and Board of Directors to develop the future direction and design of the GPPC to meet our vision and objectives
* Work with the Chair, CEO and Board to develop a clear and ambitious vision and objectives for the GPPC aligned to its purpose and core principles and based upon a mandate from General Practice.
* Continue to strengthen an ethos that all our work is patient centred and values-based and recognise the unique and valuable contribution of General Practice.
* Identify opportunities for collaboration, innovation and service development across General Practice, and with system partners, delivering economies of scale but also respecting our principle of subsidiary where it is best to do so.
* Provide vision and strategic leadership alongside the Chair and the Board to the development of neighbourhoods, neighbourhood working and integration supporting a unified approach and equality of support across WNL.


Operational Leadership

* Provide clinical leadership to GPPC services including providing innovative service design and delivery, engaging wider expertise from across General Practice and the system where needed.
* Provide clinical leadership to services, supporting their development and business case design as well as providing clinical oversight including being on call when required or being a route for escalation.
* Support development of key metrics to understand the effectiveness of clinical performance and safety.
* If the GPPC directly delivers a service, accountable for achieving key performance metrics with the Chief Executive Officer.
* Where service delivery is delegated to Federations, PCNs or Practice, proactively seek to improve performance where needed through positive influence and support.
* Support the development of the GPPC role within interface, providing clinical leadership where required aligned to the work of the LMC and the ICB.


Governance

* Build effective clinical governance into the work of the GPPC, challenging areas of concern and ensuring key risks are appropriately escalated to the Board.
* Provide oversight, direction and support to clinical leads working for the GPPC and supervise if any clinicians deliver a GPPC clinical role.
* Be the Caldicott Guardian for the GPPA, ensuring patient confidentiality is consistently maintained.
* Act as the Board’s principal advisor on patient safety, clinical governance and quality across the work of the GPPC, ensuring decisions are informed by evidence, best practice and the needs of the population.
* Be the safeguarding lead for the organisation.
* Position the GPPC as a key partner in the system, engaging system partners and stakeholders on equal terms building our reputation as a credible organisation within the changing health and social care landscape.
* Represent and promote the GPPC and its members at a range of meetings and events as required including deputising for the Chair when required.
* Engage with the ICB and system partners at a senior level to influence service delivery and development, including new ways of working and opportunities to deliver high quality care differently.


Confidentiality, Data Protection and Freedom of Information

The postholder will have access to confidential information relating to patients, their carers, practice staff and other healthcare workers. They may also have access to information relating to the Federation as a business organisation.

All such information from any source is to be regarded as strictly confidential. Postholders must maintain the confidentiality of information about patients, staff, and other health service business in accordance with the Data Protection Act 2018. Postholders must not, without prior permission, disclose any information regarding patients or staff. Moreover, the Data Protection Act 2018 also renders an individual liable for prosecution in the event of unauthorised disclosure of information.

Post holders must always fulfil their responsibilities regarding equality laws.


Health and Safety

Employees must be aware of the responsibilities placed on them under the Health and Safety at Work Act (1974), and to ensure that agreed safety procedures are carried out to maintain a safe environment for employees, patients, and visitors.


Infection Control

Infection Control is everyone's responsibility. All staff, both clinical and non‑clinical, are required to adhere to the Code of Practice on the prevention and control of infections and related guidance (2015) and make every effort to maintain high standards of infection control at all times thereby reducing the burden of Healthcare Associated Infections and complying with Government Directives, including COVID‑19 regulations.


Risk Management

All postholders have a responsibility to report risks such as clinical and non‑clinical accidents or incidents promptly. They are expected to be familiar with the risk management strategy and emergency procedures and attendance at training as required.


Safeguarding

Within their sphere of competence, each member of staff is responsible for promoting and safeguarding the welfare of children, young people, and vulnerable adults for whom they are responsible or may encounter, in the job role.


Review of this Job Description

This job description is intended as an outline indicator of general areas of activity and will be amended in the light of the changing needs of the respective organisations. To be reviewed in conjunction with the postholder on an annual basis.


Person Specification


Qualifications

* Holds a current post in an NCL borough general practice with at least 4 clinical sessions per week
* In good standing with your professional body and their practice has an overall CQC rating of Good (unless brought in for turnaround)
* A commitment to ongoing professional development


Knowledge

* Understands the responsibilities of being a Director of a Company
* Understands key NHS policy frameworks and organisations and an awareness of external drivers affecting local health and social care commissioning and delivery
* Understands the local populations health and social care priorities
* Extensive and first‑hand knowledge of the NCL Provider and Commissioning landscape and priorities
* Understands how General Practice, Primary Care Networks and Federations function
* Excellent knowledge of clinical and Information governance principles and how to build them in an organisation
* Experience of at scale service delivery


Experience

* At least 5 years post‑qualification
* Demonstrable leadership experience including outside of your own practice in the local borough and beyond
* Expert in advocating for General Practice with a range of stakeholders
* Experience of operating successfully in a complex political environment
* Extensive multi‑agency experience building effective relationships, working with system partners to collaborate, inform system design and transformation
* Experience of developing effective clinical governance systems
* Experience in sharing best practice and guidance across organisations and the wider NHS system, drawing on a multi‑channel approach to maximise uptake
* Experience working with a range of stakeholders including Senior Trust Executives/Medical Leaders
