We’re looking for a highly analytical and strategic individual to join Cornwall Council’s Inclusion and SEND Service as our SEND Performance & Intelligence Officer. In this pivotal role, you’ll lead on performance monitoring, data analysis, and intelligence reporting to support service planning, inspection readiness, and continuous improvement across the SEND system. You’ll work closely with colleagues, partners, and senior leaders to ensure that data is accurate, accessible, and used to inform impactful decisions that improve the lives of children and young people with SEND in Cornwall. We work closely with families, education providers, health services, and national partners to ensure the best possible outcomes for children and young people with SEND. The Role: This is a key analytical role within Cornwall Council’s Inclusion and SEND Service. As SEND Performance & Intelligence Officer, you will report to the SEND Innovation & Partnerships Lead and play a central role in shaping the strategic direction of SEND services through high-quality data and intelligence. You’ll lead on the development of dashboards, reports, and visualisations using tools like Power BI, and provide expert insight into trends, sufficiency planning, and performance indicators. You’ll also support statutory returns, such as SEN2, and ensure data quality and compliance with national standards. This role requires a proactive, detail-oriented, and collaborative professional who can translate complex data into actionable insights and support evidence-based decision-making at all levels. This is a public/customer-facing role, where the statutory English language requirement for public sector workers applies. This position will be subject to an enhanced criminal record disclosure check. Strong analytical skills and experience working with complex datasets. Advanced knowledge of Excel and Power BI, including dashboard creation. A solid understanding of the SEND Code of Practice and relevant legislation. Experience in performance monitoring, forecasting, and strategic reporting. Ability to contextualise data within local and national policy frameworks. Excellent communication skills and the ability to present data clearly to diverse audiences. Experience with systems such as Synergy, MOSAIC, or similar case management tools. A proactive, organised, and detail-focused approach to managing priorities and deadlines.
