West Midlands Combined Authority (WMCA), We are looking for a Senior Property Asset Management Partner to help shape how public assets are used to deliver better outcomes for people and places across the West Midlands. This strategic role sits at the heart of WMCA’s ambitions. You’ll lead the planning, management, and optimisation of the property portfolio, ensuring assets support regeneration, economic growth, and more sustainable, joined‑up public services. Working across WMCA and with partners, you’ll play a key role in delivering a more coordinated, place‑based approach through programmes such as One Public Estate and the regional “Our Estate” approach. You will lead the strategic approach to asset management across WMCA, ensuring property decisions align with corporate priorities and regional goals. You’ll shape strategy, drive asset challenge and performance, and support services and partners to make the best use of land and property, including identifying regeneration opportunities, collaboration, and efficient use of assets. You’ll work closely with senior leaders, elected members, and regional partners, providing expert advice and ensuring strong governance, risk management, and delivery.
Responsibilities
* Lead the development and delivery of asset management and property plans aligned to WMCA priorities
* Shape WMCA’s Corporate Land and Property Strategy and embed a consistent Corporate Landlord approach
* Provide strategic property advice to senior leaders, elected members, and directorates
* Drive asset reviews to identify underused or surplus assets and unlock opportunities for regeneration and better use
* Support the development of business cases and programmes where property is a key enabler
* Coordinate multi-disciplinary teams to deliver complex, place-based asset initiatives
* Work across WMCA and with partners to deliver a joined-up “Our Estate” approach to public assets
* Ensure strong governance, assurance, and risk management in line with WMCA frameworks
* Use data and insight to monitor asset performance and drive continuous improvement
* Manage financial performance, support investment decisions, and ensure value for money
* Identify opportunities for income generation, cost savings, and collaboration
* Lead, mentor, and support property professionals across the organisation
* Build strong relationships across the public and private sector and represent WMCA externally
Essential Experience
* Extensive experience delivering large-scale housing, regeneration, or strategic asset programmes
* Strong background in strategic property and asset management
* Proven track record of delivering complex property projects and programmes
* Experience operating at a senior level within local government or a comparable environment
* Experience working with senior stakeholders, including elected members and regional partners
* Experience leading multi-disciplinary teams and cross-organisational delivery
* Strong understanding of asset performance, lifecycle costing, and portfolio optimisationKnowledge of public sector governance, procurement, and financial frameworks
* Awareness of sustainability and net zero in property and asset management
* Strong programme and change management capability
* Excellent communication skills, with the ability to influence and provide clear advice at senior level
* Commercial awareness and a focus on delivering value for money
* Politically aware, with sound judgement and integrity
* Degree-level qualification in a relevant discipline
* Membership of a relevant professional body
Location
16 Summer Lane, Birmingham, B19 3SD with at least 2 days a week spent in the office.
