The role

Cobalt is partnering exclusively with Greater Manchester Combined Authority (GMCA) to appoint a Fund and Development Monitor to support the delivery of the Greater Manchester Good Growth Fund (GMGGF).


The GMGGF is Greater Manchester's flagship investment programme, investing in development, employment, skills and community infrastructure projects that deliver economic and social value across the city-region.


The organisation

GMCA plays a central role in driving growth and investment across Greater Manchester. This position offers the opportunity to work on a diverse portfolio of residential, commercial and mixed-use developments while contributing to projects that make a tangible difference to communities across the region.


The role

As Fund and Development Monitor, you will provide technical due diligence on new investment opportunities and oversee construction progress across an active development portfolio.

Working closely with Investment Directors, Transaction Managers, developers and professional advisers, you will help ensure investment decisions are informed, risks are managed and projects are delivered successfully.


Key responsibilities include:

• Assessing development appraisals, construction budgets and programmes.

• Reviewing technical documentation, contracts, cost plans and surveys.

• Advising on technical and commercial risks.

• Managing relationships with monitoring surveyors and reviewing project reports.

• Monitoring construction progress and approving drawdown requests.

• Undertaking site visits and reporting on cost, programme and quality performance.


The skills required

We are keen to speak with chartered professionals from monitoring surveying, quantity surveying, project management, development management or related real estate backgrounds.

You will have:

• MRICS or MCIOB qualification.

• Working knowledge of construction, cost management and contract administration.

• Experience reviewing development appraisals, cost plans and construction programmes.

• Working knowledge of JCT and/or NEC contracts.

• Strong stakeholder management and communication skills.

• The ability to assess risk and provide clear recommendations.
