Job Summary
As the Pre‑Construction Services Manager, you will provide specialist expertise across MEP, commercial, and technical disciplines to support the development of high‑quality tender submissions. You will ensure that all MEP strategies, commercial assessments, and technical reviews are fully coordinated, compliant, and aligned with project requirements. Working closely with the wider pre‑construction, design, and estimating teams, you will play a key role in producing robust, competitive, and well‑governed bids.
Key Responsibilities:
• Manage and coordinate MEP tender inputs, including scope alignment, value engineering, and technical compliance. • Lead technical reviews of design information to identify risks, gaps, and opportunities Support commercial team with package reviews, benchmarking, and supply chain engagement Interface with subcontractors to ensure accurate, competitive, and compliant returns.
• Review and challenge MEP design solutions for buildability and cost efficiency Contribute to tender adjudications, including technical and commercial risk assessments.
• Support development of clarifications, exclusions, and assumptions Ensure alignment between technical proposals, commercial position, and programme.
Requirements:
Essential Technical Competencies:
• Strong knowledge of MEP systems within commercial fit-out / refurbishment.
• Experience in tendering and pre-construction environments.
• Ability to interpret and challenge technical design information (RIBA Stage 2,3,4 &5)
• Good commercial awareness and experience working with supply chain pricing Strong coordination and stakeholder management skills.
Desirable:
• Experience managing and assessing subcontractor tender returns, ensuring compliant and competitive submissions.
• Ability to coordinate technical, commercial, and programme inputs into a unified tender return.
Essential Behavioural Competencies:
• High level of attention to detail, especially when reviewing technical and commercial information.
• Analytical thinker with the ability to challenge assumptions and propose practical alternatives.
• Collaborative working style, fostering positive communication across multi‑disciplinary teams.
• Ability to work under pressure, manage multiple tenders, and meet tight deadlines.
Desirable:
• Strong presentation skills, especially in client interviews and technical clarifications.
• Ability to mentor junior team members or support the development of best‑practice tender processes.
• Adaptability and resilience in fast‑paced, deadline‑driven bid environments.
