Job Purpose / Overview:

The Site Regulatory Liaison and Assurance Manager reports to the Head of Site Nuclear Compliance and ensures that the SZC site’s engagement with Regulators and Statutory Consultees is consistent and effective which enables the project to secure the best possible outcomes. This ranges from routine correspondence, notification and reporting, delivery of regular meetings, and the planning and co-ordination of planned inspections. In doing so, the Site Regulatory Liaison Lead will play a significant part in the project’s ability to demonstrate compliance with a vast array of arrangements and procedures in relation to the Nuclear Site Licence (NSL), planning obligations, health and safety regulations, and environmental consents.


Operating Environment:

Sizewell C Ltd is constructing a nuclear power station at Sizewell C (SZC) in Suffolk, to provide low carbon electricity for over 6 million homes. The SZCC project will become one of the largest infrastructure project in Europe and replicating the EPR design it will be a significant New Nuclear build in the United Kingdom resulting in an extensive level of regulatory scrutiny and demonstrable compliance with our obligations the Nuclear Site Licence, DCO and Environmental Permits is fundamental to maintaining the confidence and support of external stakeholders such as Regulators, Local Authorities and adjacent nuclear facilities. The ability to adapt and respond to changes emanating from the construction activities is fundamental to this.


This post manages processes on site which will facilitate the engagement with the project’s regulators across the SZC site. This will involve the necessary liaison and interface with the regulators to plan and deliver routine meetings and formal inspections. The post will also ensure that appropriate members of the project are fully briefed and prepared to give a positive account of their work to the regulator.


Framework & Boundaries:

The Site Regulatory Liaison Manager is responsible for managing the team that interfaces and liaises with the project’s Regulators (including the Office for Nuclear Regulation and the Environment Agency) to ensure that site teams are able to demonstrate their compliance with various obligations and requirements.

This necessitates working closely with Construction teams, Site Operations, our site contractors and various multi-disciplined delivery teams (MDTs) as well as the Technical Directorate and the Safety and Schedule Assurance Directorate.


Principal Accountabilities:

* Develop and deliver an annual plan of compliance checks on SZC site with arrangements made under the NSL and DCO;
* Manage the interface with the Regulatory and Licensing team in the Safety and Schedule Assurance directorate. This includes sharing the findings from inspections at site, updating them on areas of concern from inspections, and attending the multiple Site Regulatory Workstream Level 4 meetings;
* Ensure that the site adheres to agreed protocols and processes for managing regulatory engagement activities including meetings, correspondence, email exchanges, assessment and inspections, as well as making sure any contract partner regulatory interface procedures comply with the project arrangements;
* Improve awareness of regulatory interactions and the understanding of areas of regulatory focus across the project to optimise outcomes from site-based regulatory engagement;
* Manage the site compliance assurance team. This includes the production and execution of an assurance plan aligned with the sites risk profile.
* Managing compliance assessments, the results of which will inform understanding of compliance status and be used to assist others in improving compliance performance.
* Deliver compliance monitoring on SZC against site arrangements with the Nuclear Site Licence, planning and environmental consent obligations, including production of a monthly compliance dashboard.
* Provision of written and verbal advice on compliance with the NSL, planning obligations and lease restrictions and obligations for SZC to the rest of the SZC Construction Team and delivery partners.
* Engage in a programme of education, coaching and mentoring to ensure that Sizewell C staff and contract partners understand their obligations to comply with the NSL, planning and lease obligations, as well as the supporting compliance arrangements put in place.
* Manage the strategic planning for regulatory inspections including challenging the regulators on their site inspection scopes, taking the lead in internal and external site pre-meetings and ensuring appropriate project attendance (including contract partners) so that compliance and capability can be effectively demonstrated;
* Facilitate timely and compliant closure of findings and regulatory issues from regulatory engagements;
* Review all events reported across the project acting as the SME for categorisation with Nuclear Plant Event coding, and attend the internal screening meetings;
* Ensure all site related event notifications that reach reportability threshold are made to the appropriate regulators in a timely manner;
* Liaise with the appropriate internal stakeholder to collate a detailed Follow Up Report to reportable events and submit to the regulators;
* Manage the Site Regulatory Workstream staff; and
* Deputise for the Head of Site Nuclear Compliance in all regulatory engagement as necessary.


Knowledge, Skills, Qualifications, Experience:

Essential

* Degree or equivalent in a Science or Engineering discipline.
* Proven experience within a large (high hazard) project environment.
* Proven experience of dealing with regulators
* Lead auditor experience
* Must be confident in own abilities and be able to deliver in a dynamic environment.
* Ability to identify key internal and external stakeholders and decision makers, to influence continuous improvement across the project
* Results focus tempered with team centred approach
* Be able to make timely decisions within empowered boundaries
* Excellent communication skills.
* Able to establish and maintain effective working relationships.

Desirable

* An additional qualification in Management.
* Experience in a technical or engineering discipline with leadership experience.
