The Role: This an exciting role within Winchester City Council’s housing team. We are looking for an experienced, knowledgeable and enthusiastic individual to play a key role in enabling the compliance activity within WCC’s housing portfolio to ensure full and auditable compliance. As the Health and Safety Officer, you will be responsible for supporting the landlord function to enable and evidence compliance with the Big 6 compliance regimes in our customers homes as well as within our schemes/ blocks of flats and high-rise buildings. You will be part of the Housing Service’s new Building Safety team ensuring our health and safety obligations are achieved. You will deliver to a high standard of quality and performance against key compliance areas and be responsible for the management of compliance documentation, dealing with internal asset management teams and external contractors. You will need to update and maintain all databases and be the liaison with any regulatory bodies. In addition, you will support and mentor a compliance co-ordinator and help them manage their workload in an efficient manner. What You'll Need To Succeed It is essential that you have experience of working in compliance, specifically in building safety. You must have an understanding of all the latest building safety legislation and how this relates to the big six compliance areas. NEBOSH qualification is desirable but not essential. Being able to demonstrate your knowledge, understanding and experience in the above environment is paramount. The role of Health and Safety Officer will include: Ensuring that our properties are safe and that works undertaken by our contractors maintain our Statutory Compliance and our customers safety. Ensuring first line assurance audits across all property health and safety related areas. Working in partnership with the Landlord Services Management Team to ensure landlord compliance duties are met, whilst providing effective business advice/ support for colleagues across the service to enable them to understand and deliver the fire health and safety compliance responsibilities within their direct business area. Supporting the Landlord Service in informing and enabling effective communication with all stakeholders including supporting the development and delivery of resident engagement strategies in relation to fire safety. The need to demonstrate sound problem solving and decision making in day to day working practices and show the highest personal standards of integrity and conduct ensuring all Winchester City Council policies and procedures are always adhered to. Building and maintaining good relationships with colleagues, customers, contractors, contacts and other stakeholders to ensure our customers safety and our reputation as a social landlord. Qualification requirements for the role: NEBOSH is desirable or Fire Risk Assessor (HTM-05, NEBOSH, IFE) Should hold or be prepared to undertake appropriate training/ qualifications in Asbestos inspection/ DDA Auditing/ Fire Risk Assessment/ Party Wall work as required. Continuous professional development and up to date knowledge of fire safety standards through ongoing training or certifications (e.g IFE membership) GCSE levels 9-4 in Maths and English or demonstrable level of numeracy and literacy skills There is a DBS check requirement for this role.
