The Deputy SSM’s responsibility is to provide technical expertise and direction for the development of plans, inspection methods, and security procedures used on US government sensitive projects, and ensure compliance, to prevent the implementation of clandestine devices into US Government facilities that house and/or process classified materials/discussions.

Roles & Responsibilities of the D/SSM include, but are not limited to:
1. Perform design review and feedback.
2. Engagement with design engineers to develop construction opportunities with regards to understood security threats.
3. Construction development feedback, influencing alternative design/construction solutions during field engineering.
4. Security related expertise to the construction contractor and authority teams to develop facility completion.
5. Train & assist on site Construction Surveillance Technicians (CST) & Cleared American Guards (CAG) with construction solutions, security developments, & document version control.
TECHNICAL DESCRIPTION/SKILLS

26. Conducting sound testing for STC rated structures
27. EU manufacturers, observing manufacturing/procedures (rebar, HVAC, lights, doors, windows, concrete, etc), and escorting/transporting from multiple EU manufacturers to the SSAs.
28. Operating XRAY machines and metal detectors and providing all health and safety documentation and certifications.
29. Expertise in Technical Surveillance Countermeasures, PHOTO Intelligence (PHOTOINT), Imagery intelligence (IMINT) techniques and construction principles and devices used by hostile and friendly intelligence services for the purpose of clandestine surveillance.
30. Expertise in technical surveillance techniques and procedures and knowledge of foreign intelligence and counterintelligence devices and techniques.
31. Knowledge of technical/mechanical components/systems on Plumbing and Heating, Ventilation, Air Conditioning (HVAC)/Mechanical systems such as chillers, condensers, air ducts, pipe components in secure environments typically used in US SCIFs and associated Quality Assurance/Quality Control practices/systems and associated technical exploitation tactics.
32. Experience/Knowledge with structural steel/ welds/fireproofing and associated QA/QC practices/systems and associated technical exploitation tactics
33. Experience/Knowledge with foundations/footings such as concrete/reinforcement bar/caissons/footers/forms and associated QA/QC practices/systems and associated technical exploitation tactics
34. Experience/Knowledge with electrical systems including distribution/power/low voltage installation/conduit, circuit breakers, etc. The CST applies his knowledge on how electrical systems come together towards the identification of any unauthorized material or clandestine devices during installation.
35. Experience/Knowledge with telecommunication systems/wiring/splicing/patching/switching and how telecommunication wiring and devices provide a path for listening devices and potential power source for clandestine devices.
36. Understands and can assess construction terminology, procedures and practices
37. Understands and can assess industrial or government security requirements
38. Can identify Improvised Explosive Devices (IEDs)
39. Understands and can assess static security techniques and procedures
40. Understands and can put into practice the interpretation of blueprints and technical specifications
41. Understands and can put into practice construction security surveillance techniques
42. Understands and can put into practice vehicle search techniques
43. Understands and can put into practice personnel search techniques
44. Understands and can assess security practices/procedures for various levels of security
45. Can produce written reports or document activities/processes, investigations/anomalies/deficiencies, incidents, etc.
46. Can identify unauthorized materials
47. Understands and can assess methods used to place technical penetrations or unauthorized materials
48. Understands technical security devices, systems, and other monitoring devices
49. Can report suspicious behavior
50. Has a working knowledge of construction safety
Required Training/Certifications: The D/SSM can be qualified with having completed both of the following:
51. SSM Certification course (20 hrs.) within the last 5 years.
52. CST Certification course (40 hrs.) within the last 5 years.
53. Must have an Active TS/SCI clearance
Education Requirements: A Master’s degree plus 1 years of recent SSM and/or CSS Leadership experience, OR; an Bachelor’s degree plus 3 years of recent SSM and CST Leadership experience OR; 9 years of recent SSM and CST experience.
Required Experience:
54. Demonstrable in-depth knowledge of the ICD-705 and applicable SCIF/SAPF standards.
55. Demonstrable in-depth experience in writing, reviewing, and/or implementing Construction Site Security Plans for ICD-705 Chapter 4 projects.
56. Experience managing ICD-705 projects in Europe within the last 5 years.
57. Recent experience with the evaluation of sound testing on ICD-705 projects.
58. Experience setting up ICD-705 projects in Europe, to include ACF, SCS, and SSA designs.
Desired Experience/Training:
59. Experience managing ICD-705 projects in the United Kingdom within the last 5 years.
