About The Role
Hounslow Council is seeking to recruit a dynamic and motivated Delivery and Performance Manager to join its Regeneration and Economic Growth division. As Programme Manager you’ll lead a team working across our services, providing clear programme support and supporting the effective management of regeneration and economic development projects and programmes. You’ll need to be able to lead this team and work effectively with Directors through to project managers to support the effective management, development and delivery of regeneration and growth across the borough.
You will lead the development and coordination of formal reporting, track financial and performance progress, and provide confidence to the Director and Assistant Directors of Regeneration and Economic Growth of the status of their programme of works. You will help the Council build on lessons learnt from projects and identify innovative approaches to address challenges and deliver improved outcomes.
You’ll come with substantial programme management experience including a clear understanding of financial management of programmes and dealing with complex budgets. You will have a broad knowledge of the housing and regeneration sectors. While a background in housing and regeneration is desirable it is not essential; we are keen to recruit a Delivery and Performance Manager with a wide range of skills and experiences.

About You
* You are able to lead and manage the Delivery and Performance team to ensure the team is delivering against all key objectives and KPIs, including preparing and reporting against the Business Case for Growth – Return on Investment framework.
* You can lead and manage the reviewing of and the updating of project planning, management, governance and reporting templates and tools, in line with corporate guidelines, and ensuring compliance.
* You have experience of developing, managing and monitoring complex funding programmes and complex budgets that deliver regeneration and economic growth.
* You can manage the overall Regeneration and Economic Growth project portfolio, including supporting the prioritisation of projects against strategic alignment, expected impact and available resources. Responsible for proactively identifying solutions to risks and issues across the portfolio, working with other services and external partners (e.g. funding bodies), escalating as appropriate.
* You are a subject matter expert and key point of contact for the directorate (and more widely) on regeneration and growth, programme and project management, governance, funding and finance matters.
