We are seeking a dynamic and experienced Professional Services Partnering Manager to lead the strategic management of our professional services partnerships and frameworks. This is a pivotal role within our Highways Service, offering the opportunity to influence major infrastructure projects and ensure the successful delivery of high-quality services across the council and beyond. About the Role As the Professional Services Partnering Manager, you will: • Oversee strategic delivery partnerships and frameworks, ensuring contractual compliance and value realisation. • Act as the council’s representative on key external frameworks (e.g. Bloom, ESPO, Midlands Highway Alliance). • Lead the business support team and act as deputy to the Head of Professional Services. • Develop and implement a resourcing strategy to support both short- and long-term service delivery. • Drive performance through effective KPI monitoring, risk management, and continuous improvement. • Support the development of a sustainable business model that maximises value from internal and external resources. Key Relationships You will work closely with: • Heads of Service, Assistant Directors, and the Director of Highways • Elected Members, including Cabinet Members • Supply chain partners and external stakeholders • Managers across the council and partner authorities What We’re Looking For Essential: • Substantial managerial experience in highways, construction, or professional services • Strong knowledge of NEC contracts and public procurement • Proven ability to manage long-term contracts and performance frameworks • Excellent leadership, communication, and stakeholder engagement skills • High level of commercial awareness and financial acumen Desirable: • NEC Accreditation • Experience in a political or public sector environment • Understanding of ISO9001 and quality management systems Qualifications • A relevant professional qualification with significant experience OR • Extensive experience in managing complex construction/professional services contracts with demonstrable specialist knowledge Why Join Us? • Be part of a forward-thinking council committed to innovation and sustainability. • Influence multi-million-pound infrastructure programmes. • Enjoy a supportive, collaborative working environment. • Access to professional development and flexible working arrangements.
