About the role
The Operations Compliance Manager
will head up and lead the Operational Compliance Team and function to deliver an all-encompassing department that delivers a "best in class" first line of compliance defence model. The Operational Compliance Managers core accountabilities will be focussed on the Legislative and regulatory Operational compliance requirements and standards such as Environmental Permitting, APHA (ABP) compliance requirements.
The
Operations Compliance Manager
will also maintain Operational accreditations and standards for all operational site quality protocols and certifications schemes such as PAS100 and PAS110.
Management and oversight of both internal and external auditing to manage and ensure that the internal operational first line of defence standards are being met, with all system processes being followed.
The role requires management of external accreditation auditors in the form of PAS, APHA and Woodsure QMS etc. The Operational Compliance Manager and team structure will provide operational compliance support and guidance to all STGP Site Managers and Senior Regional Managers with all key external stake holders, such as the Environment Agency, HSE, DVSA etc during any regulatory site visits, inspections, and audits. The Operational Compliance team will work closely with the operational site teams to manage these important regulator and stake holder relationships.
The
Operations Compliance Manager
will manage a team of Compliance Delivery Officers over a wide geographic area and across a wide and diverse range of STGP operational sites, assets, and processing technologies, enabling STGP to continue to deliver operational excellence across the entire portfolio.
What you'll do
* Leading all activities and actions relating to the Environmental Permitting and Accreditations of STGP sites and completing and submitting permit variations where required, tracking progress and ensuring all requirements are completed.
* Full oversight and management of APHA, PAS100, PAS110, Operational Health & Safety processes, procedures, and controls systems. Accreditations and standards across the STGP operational portfolio of sites, this includes reviewing routine sample analyses and ensure the audit programs are booked and prepared for all the sites and any audit finding or actions are managed and closed out in a timely manner.
* Communicating new environmental regulations and guidance to Operational Site Manager, Senior Regional Managers, and the Senior Leadership Team, articulating requirements, applicable timeframes and best practice approaches to conform with the requirements.
* Manage, track, file, store and communicate all E.A CAR Form reports and any required actions when received by regulators. Support and review responses and track follow up actions through to final and complete CAR form close out.
* Collation, analysis and completion of required regulatory reporting, ensuring submissions are accurate, on time and in full, e.g. Annual Performance Reports, Quarterly Waste Returns Pollution Inventories.
* Work closely with STGP site Managers and teams to ensure operational compliance with all legal requirements, environmental permits, ABHA approvals, PAS 110/100 and Deployments.
* Ensure that any projects and their implementation consider the avoidance of strategic business risks as well as implementation of new, or regulations or legislation.
* Oversight of LPD1 deployments across the Greenwaste and IVC portfolio, with Site and Regional level Managers owning the full end-to-end process.
* Consistent approach to the upskilling of Compliance Delivery Officer's, Operational Managers, Managers and developing Supervisors to ensure knowledge and practice of current legislation is trained throughout.
* Ensuring that communication between departments and operational sites is ongoing and utilised to maintain an environment of continuous improvement.
* Provide a format for regular reporting of operational statutory standards, internal STGP standards and performance providing an overarching operational compliance KPI report and RAG status.
* Contribute and participate at monthly Operational meetings, regional operations meetings with updates on Operational Compliance status, priorities, reporting, permit requirements and accreditations e.g. PAS110, PAS100, APHA, Operational Health and Safety processes, procedures, and controls systems.
* Support with the H&S planning of Ad hoc Operational tasks, including potential high risk maintenance activities through preparation of Risk assessment, Method statement and the permit to work procedure.
* Supporting business leads in identifying and appointing suitably qualified third-party partners to support STGP's activities, monitoring, and testing.
* Working alongside Regional Operations Administrators, Site and Regional Managers. Ensure that all STGP Operational training requirements are being managed and recorded via the Operational Training Matrix. Audit the process to ensure that training gaps closed out in a timely manner.
* Support the sourcing of suitable operational training courses and external training providers that reflect the STGP standards such as NPORS, NEBOSH, IOSH, REA or similar industry recognised standards. Proactively audit the internal AQD training requirements for all operational site staff ensuring that training gaps are closed out quickly and effectively with the Site Manager.
* Working alongside Site and Regional Managers. Review, and update the Operational Compliance Matrix. Ensure that each site and operational departments such as Engineering, Electrical Power and Controls, Transport etc. Compliance Matrices are monitored, actioned, and closed out in a timely manner.
* Ensure that a full suite of Operational work instructions and Standard Operating procedures are updated and maintained across all operational areas, with supporting new work equipment risk assessments and training being completed at the earliest stage.
* Own and manage the end-to-end Operational QP's and all associated documentation that reflects the "on the ground" STGP operational systems, documentation, and practices, applying a "bottom up" review exercise. Once established, maintain the Operational QP standards, systems, and procedures with reflective documentation through WI's, SOP's, Safe Systems of Work such as RAMS, PTW, LOTO, DSEAR, LOLER, ATEX etc.
* Feed into change projects that impact the operational status quo, (e.g FIXX management system, file storage and general operational compliance systems).
* Team management, training, and development of direct line reports and supporting structures to ensure a wider dissemination of Operational Compliance knowledge, understanding of the standards and requirements, whilst tempered with a "can do attitude" and culture that understands and supports the business need and operational performance and the requirement to remain agile.

* EPOC – Environmental certificate
* Transport compliance experience – RHA conferences, Seminars, attendance of relevant CPD level training courses.
* Knowledge of regulatory requirements for EA, ABP, APHA, HSE, RHA, DVSA & PAS.
* Understanding of DSEAR and HACCP regulations and requirements.
* Knowledge, experience of working within an IMS.
* Proficient Word, Excel, PowerPoint and Outlook, google sheets, MS Teams.
* Strong oral and written communication skills
* Experience of working within Operational teams.
* Familiarity with ISO Business Management Systems.
* Team Management and Leadership skills, knowledge, and experience.
