Contract Management Officer Belfast/Omagh/Derry-Londonderry/Portadown Permanent Job Role: You will provide input and support Contract Managers and Users to manage, develop and promote contracts and associated services throughout NI Water to deliver our organisation's objectives. You will provide independent input and assist Contract Managers to monitor and manage the performance of relevant contracts to ensure statutory and contract compliance and ensure value for money is delivered. Responsibilities: Use personal knowledge, expertise and experience to provide input and support in the development and writing of technical and operational requirements for Contract Specifications Provide input and support in contracts implementation and manage specific tasks in association with Procurement Team, NIW Staff and Contractors for new contracts Provide input and support in the development and manage the provision of contract reports (performance, compliance and financial) for managers monthly. Use personal knowledge, expertise and experience to provide input, support and guidance to ensure the complexities of contract requirements are communicated to all stakeholders in a manner that suits the relevant groups. Ensure both the appointed contractor and NI Water fully comply with all applicable Health and Safety legislation, as well as NI Water's Health and Safety processes and procedures. Complete on-site Quality Assurance Audits (H&S, Environmental & Quality) and manage return of contract performance management forms. Perform parallel Purchase Order approvals on Oracle and monitoring of open purchase orders Provide input and support to Contract Managers in the review, validation of Contractor invoices & quotations. Challenge Contractors and NIW staff were appropriate, to ensure quality and value for money is delivered. Use personal knowledge, expertise and experience to provide input and support in contract development and establishment of operational requirements. Analyse spend against contract value and provide recommendations for corrective actions when required. Develop operate and manage contract processes and procedures to ensure compliance with contract service level agreements. Develop sound working relationships with contractors and NIW staff to ensure efficient delivery of contracted service requirements. Provide support to NIW staff across various Directorates and Functions grades when required in utilising the goods and services provided by NIW contracts. Contribute to the discussion and resolution of contractual disputes while maintaining harmonious working relationships between all parties involved in Contract Delivery. Support Management in the monitoring and control of Contract Expenditure in line with agreed budget limits, providing corrective actions when required and facilitating action plans to address over and under spend. Contribute to the drive for efficiencies through a culture of continuous improvement, innovation and commercial awareness in the performance delivery of CCMT managed contracts and internal processes and encourage stakeholders to adopt a shared commercial ethos. Assist in the development of business cases and the collation and provision of supporting data as required to support contract delivery. Provide input and support management in delivery of the contract usage improvement plan in areas such as engagement activities, process enhancements, deploying new systems and supporting compliance managers and contract users. Utilise Microsoft Word, Excel (including sorting, filtering, cell formatting, formulas, conditional formatting and lookup tables), PowerPoint and email as core tools in the planning, analysis, reporting and communication required to fulfil the duties of the role. Attend all meetings and training courses as required and carry out all tasks as requested to ensure contracts are developed, evaluated, implemented and managed within the agreed procurement requirements, strategy and timeframes. At all times endeavouring to increase the efficiency and improve the service deliverables, performance and management information reporting, while reducing costs of the contractor base. Essential Criteria: Have a 3rd level qualification or equivalent in Electrical or Mechanical Engineering AND a minimum of 1 year's post qualification experience in an operational role, with site experience, working with external contractors in an industrial and/or commercial environment OR Be a time served Electrician or Fitter AND have at least 3 years' post qualification experience in an operational role, with site experience, working with external contractors in an industrial and/or commercial environment. An understanding of the operation, management, and use of contracts against performance-based outputs, including experience managing and reporting key metrics such as KPIs, risks, benefits, and spend. Knowledge of the repair and maintenance of NI Water assets, including experience with facilities and asset-based planned maintenance programmes and working effectively with suppliers and end users to deliver outcomes. Proven ability to deliver outcomes to tight timescales while managing competing priorities, multiple workstreams, and associated data and records. Proven ability to work independently and collaboratively across multiple Directorates, Functions, and grades, using personal knowledge, expertise, and initiative to take ownership and deliver personal and team objectives Knowledge of current relevant legislation e.g. Health & Safety at Work (NI) Order 1978, LOLER, PUWER etc; to ensure legal and statutory compliance.
