Building Surveyor - Surrey Local Authority


Salary Range £41,400 - £44,500

Job Objectives:


-Ensure building condition surveys and regular inspections of council property are carried out and proper records are maintained.

-To work collaboratively to deliver a comprehensive Maintenance and Compliance Property Service across the Council.

-As part of the Property Team, assist with the delivery of the Building and Planned Preventative Maintenance Program for the Council.

-As part of the Property Team, assist with the planning and management of Capital Works, taking into consideration health and safety, best value, best practice and sustainability.


Main Duties:

1. Undertake detailed building condition surveys and report on condition and provide maintenance advice in respect of the Council’s mixed portfolio and ensure proper records are maintained.

2. To manage and control the records in relation to property condition, planned maintenance, inspection certificates/reports, asbestos information, project programmes and other relevant information.

3. Prior to a site survey, inspect appropriate records to ascertain any statutory requirements that need to be updated and make specific reference to these within the inspection report.

4. To prepare, execute and monitor programmes of maintenance, repair and replacement of building fabric, services and installations together with major works and maintenance to the Council’s properties, including the supervision of contractors.

5. To provide advice on timescales for PPM works and provide guidance on anticipated repair costs following liaison with contractors.

6. To provide a client facing approach and give advice and support as necessary to other departments within the Council.

7. To be aware of personal and professional development needs and to take responsibility for keeping up to date with current legislation and good practice.

8. To assist in carrying out any duties relating to urgent/critical/crisis/emergency matters, including working outside of normal working office hours where required in an emergency as part of a cascade call out system.

9. To ensure that all necessary data is provided in an accurate, reliable and timely manner, and is fit for purpose in accordance with the Council’s Data Quality Policy.

10. To be aware of the Council’s policy on Risk Management and to escalate any new, emerging or potential risks to Maintenance and Compliance Manager.

11. Any other duties as reasonably required by your managers.

12. Work in accordance with the Council’s commitment to provide a healthy and safe working environment including the promotion and implementation of health and safety policies and procedures

13. Work with others to help maintain council property, assist with, plan and manage Minor Capital Works, taking into consideration health and safety, best value, best practice and sustainability.

14. To work as part of the Property Team supporting colleagues, and to help maintain cover in the office at all times unless totally unavoidable.


Person Specification:


• Proven experience in the delivery of building condition services

• Proven experience of project management and managing maintenance contracts

• Experience of working collaboratively with other members of a team

• Up-to-date knowledge of guidance and best practice, in relation to construction, building maintenance and building services

• Management of minor works contracts

• An understanding of risk assessments, method statements, health and safety and CDM and basic construction documentation


Desirable Experience and Knowledge:


• From a trade background or able to demonstrate relevant construction experience

• Experience managing external consultants


Desirable Education and Qualifications :


• obtained or working towards an Institute of Clerk of Works and Construction Inspectorate’ Membership Level qualification or other qualification of equivalent standing

• Member of a construction related professional body (RICS, CIOB) or demonstrable, sufficient and relevant work experience associated with working at an equivalent level of knowledge and expertise


Job Requirements:


• Physical requirements - to undertake inspections with difficult access such as plant rooms, roofs, basements etc

• Access to a car to be able to travel within Surrey to remote sites (and sometimes beyond) in order to fulfil the requirements of the role

• Full driving license

• Ability to work outside of normal working office hours where required in an emergency as part of a cascade call out system.
