About the Role
Charnwood Borough Council is seeking an experienced and dynamic Benefits Manager to lead their Benefits service during a period of short-term demand. This is a high-impact role within the Directorate of Customer Experience, focused on delivering efficient, customer-focused services and driving key projects that support savings and compliance targets. You’ll oversee multiple teams including Overpayments and Data Control, ensuring performance targets are met and services are delivered in line with legislation and best practice.
Key Responsibilities
* Lead and manage Benefits teams to meet KPIs and service standards
* Oversee annual billing for Housing Benefit and Council Tax Reduction Scheme
* Ensure accurate and timely submission of statutory returns to DWP and auditors
* Handle complex queries and complaints from customers, officers, and Members
* Keep staff informed and trained on regulatory changes and system updates
* Represent the Council at Tribunal hearings and provide expert advice
* Promote fraud prevention and error detection across the service
* Produce reports for senior management and respond to formal complaints
* Identify service improvements and implement technology-driven solutions
* Coach and mentor staff, conduct performance reviews, and support development
What We’re Looking For
* Proven leadership in Benefits administration within a local authority
* Strong understanding of Housing Benefit, Council Tax Reduction, and related legislation
* Experience managing teams, performance data, and statutory reporting
* Excellent communication and stakeholder engagement skills
* Ability to interpret complex regulations and translate them into operational practice
* Familiarity with tribunal processes and fraud prevention strategies
