In this critical role, you will be part of a wider Estates team responsible for the safe, efficient operation, development, and management of building systems across the RUH estate. You will play a proactive role in maintaining and improving the hospital’s physical environment, helping to ensure the effective delivery of both clinical and non‑clinical services.

You will put your technical knowledge and expertise to use, proactive problem‑solving and collaborating with stakeholders. You will be working in a high‑demands healthcare environment contributing to the continuous improvement of the Trust’s estate and ensuring a safe environment for our patients, staff, and visitors.

You will carry out specific technical responsibilities in line with this designation. Your work will make a measurable impact by supporting various estate functions, including operational services, capital projects, and sustainability initiatives. You will at times deputise for our Senior Estates Officer (Building).

We have several great projects on sites that would require your input. The following is an overview of our £24 million project to make the RUH Bath portfolio more energy efficient.


Main Duties of the Job

* Support the safe, efficient, and compliant management of hospital buildings and systems.
* Maintain accurate records and assist with system commissioning and validation.
* Ensure compliance with statutory regulations, HTMs, and industry best practices.
* Act as an Authorised Person under supervision, assisting in the overseeing of Asbestos, Confined Space and Working at Height compliance.
* Contribute to the development of asset registers, condition surveys, and capital replacement plans.
* Support the implementation of the Estates Operational Strategy, Quality Management System (QMS), and Sustainability Strategy.
* Supervise contractors and maintenance teams, supporting both planned and reactive maintenance programmes.
* Assist with service shutdowns when required.
* Assist with audits, risk assessments, and compliance reporting.
* Analyse data to identify trends and support informed decision‑making.
* Contribute to policy development and process implementation.
* Implement innovative and sustainable approaches to estates management.

Person Specification – Qualifications & Training


Essential Criteria

* HND in Construction, Architecture or Surveying or Recognised and registered EITB, City & Guilds, modern apprenticeship, NVQ level 4 or approved equivalent training in Construction, Architecture or Surveying.
* Demonstrable in‑depth knowledge and experience within a required technical discipline (e.g. Asbestos, Working at Height, Confined Space etc.).


Desirable Criteria

* Specialist knowledge gained from working in a similar role.
* Member of relevant healthcare or engineering institutes, i.e. IHEEM, HEFMA, CIBSE, IET etc.
* Experience across several of the HTMs acting as either a CP or AP.
* Efficiency improvement training, i.e. Lean /Six.


Knowledge & Experience


Essential Criteria

* Knowledge of HTMs, HBNs and Estates specific legislation.
* Good interpersonal skills: influencing, negotiation, communication skills (written and verbal).
* Sound IT skills in Microsoft Office Suite, CAD and CAFM systems.
* Ability to evaluate, develop and implement systems and procedures.
* Experience of working in a similar role.


Desirable Criteria

* Good knowledge of energy efficient working practices within engineering.
* Experience across several of the HTMs acting as either a CP or AP.
* Previous experience of working with a quality management system (e.g. ISO 9001).


Specific Skills


Essential Criteria

* Team Leadership experience, and the ability to positively negotiate with and influence others.
* Previous knowledge of managing asbestos in line with Control of Asbestos Regulations 2012.


Desirable Criteria

* Change management skills.
