Civil Engineering Officer
Location: Belfast
Hours: Full-time, 37 hours per week
Pay Rate: £ per hour
Key Responsibilities
1. To assist with and contribute to, in liaison with the Senior Civil Engineering Officer and Landscape Planning and Development Manager and as agreed and prioritised by the Department's Land and Capital Programme, an annual programme of project work involving civil engineering and to help prioritise, timetable and cost the work for approval.
2. To assist with the supervision of the annual small works civil engineering tender so as to ensure that all work is completed to agreed quality, time and budget targets.
3. To provide specialist civil engineering knowledge and advice to other council sections and departments and to contribute to corporate working groups as required.
4. To assist with the preparation and supervision of the annual bitumen macadam contract and small civil engineering contract.
5. To assist with the implementation and maintenance of a parks pathways, roadways and hard surfaces inspection system, including DDA implementation.
6. To prepare payment certificates for projects and assist with the execution of the monetary control.
7. To participate in playground construction projects, including surveying, preparation of tender documents and supervision of the work.
8. To carry out land surveys as directed and prepare associated drawings.
9. To update computer record drawings, the Register of Change and other documentation as appropriate.
10. To prepare technical reports and record and analyse information on computer-based systems as required.
Essential Criteria
11. have a third level qualification in a subject such as Civil Engineering, or equivalent relevant qualification;
12. have a full, current driving licence which enables them to drive in Northern Ireland and a car available for official business, or, have access to a form of transport which will enable them to meet the requirements of the post in full; and
13. be able to demonstrate on the application form, by providing personal and specific examples, at least one year of relevant experience, gained in the workplace, in three of the following five areas:
14. on-site supervision of contractors in a construction environment;
15. detailed construction phase record keeping, for example, site measurement/surveying/inspection records;
16. knowledge of CDM regulations;
17. knowledge of method statements/risk assessments for construction works; and, or
18. competent in the use of AutoCAD/MS Office/MS Project.
