About the role

The National Energy System Operator (NESO) has been given an exciting new role of Regional Energy Strategic Planner (RESP) for GB. RESP will support coordinated development of the distribution energy system and enable long‑term investment to be made with confidence and ahead of need. The RESP will be developed to be "whole system", shaped by a strong place‑based understanding and coordinating development across multiple energy vectors. RESP will ensure coherence between regional and national net‑zero ambitions/plans. We have established 11 national and regional teams to develop each RESP. It’s a great opportunity to join us as we set out to help decarbonise the UK in a local community‑based way.

As part of our RESP function, we will be establishing new external governance forums, including Strategic Boards and working groups in each of our RESP nations and regions. These forums, alongside stakeholder engagement, will give external stakeholders an opportunity to provide oversight and steer plan development.

As a Governance Officer for North West of England you will play a leading role in coordinating effective delivery of the governance forums in your nation or region. You will apply your knowledge of governance and place‑based engagement to ensure that our governance process for RESP is fit for purpose and meets the needs of our customers. Reporting to the RESP Manager and working closely with the Strategic Board Chair, this role involves significant senior stakeholder engagement with board and working group members.

This role will begin as home‑based, but will transition to the North West of England office upon opening in the future. We are open to full‑time and part‑time applicants, as well as flexible working arrangements.

Having an understanding and lived experience of the North West of England region is essential.


Key Accountabilities

* Working collaboratively with a central NESO governance team and other RESP Governance Officers to drive best practice in governance activities and championing cross‑team collaboration and knowledge sharing.
* Ensuring that agreed governance principles are being followed and maintaining appropriate governance records.
* Co‑ordinating briefings and support from across NESO to the Strategic Board Chair and providing administrative support.
* Acting as secretariat for the governance forums in your nation or region. Maintaining and co‑ordinating a forward work programme of meetings.
* Ensuring decisions, actions and escalations raised in governance forums are appropriately tracked and managed.
* Drafting and maintaining appropriate governance documents. For example, meeting agendas, minutes, working group output reports.
* Acting as key point of contact between the governance forum members and NESO.
* Supporting the planning, co‑ordination and facilitation of working groups.


About You

* Has experience of playing a key role in delivering governance or assurance processes.
* Is passionate about stakeholder engagement and building trusted relationships.
* Has strong organisational skills, is able to work to tight deadlines and deliver as promised.
* Has experience of working within regulatory environments and ideally with national or local government.
* Has experience of summarising and pulling out key messages from detailed, technical information.
* Is able to work collaboratively with and influence internal and external colleagues.
* Is able to communicate clearly to a range of audiences, both in writing and verbally.
* Is proactive, adaptable and able to work on a fast‑paced project, managing multiple priorities simultaneously.
* Has ideally a good understanding of the energy industry and NESO's role within it.

About What You'll Get

* A competitive salary between £42,000 – £50,000 per annum – dependent on experience and capability.
