Madison Brook is seeking an experienced and highly organised Bid Writer to support business development activity across its Construction and Living Markets divisions.
The role will play a central part in securing public sector and institutional work, with a particular focus on Local Authority Purchase & Repair programmes and independent capital works frameworks. Working closely with the Business Development Manager and operational leads, the Bid Writer will take ownership of preparing high-quality, compliant, and compelling tender submissions that accurately reflect Madison Brook’s delivery capability.

This is a critical role in converting opportunity into revenue, ensuring that bids are well-structured, evidence-led, and aligned to evaluation criteria.
Key Responsibilities
Bid Writing & Submission
• Prepare, write, and coordinate responses to PQQs, SQs, ITTs, DPSs, and framework submissions
• Draft high-scoring method statements, quality responses, and social value submissions
• Ensure all submissions are fully compliant with tender instructions, word limits, and evaluation requirements
• Manage submission deadlines and coordinate inputs from internal stakeholders
Division-Specific Support
• Support bids relating to Purchase & Repair programmes, including:
• Property acquisition support
• Void refurbishment and compliance works
• Programme management and KPI-led delivery
• Local authority reporting and stakeholder engagement
• Prepare submissions for capital works programmes, including:
• Planned maintenance
• Refurbishment and retrofit
• Void and re-let programmes
• Compliance-driven and Decent Homes works
Bid Management & Coordination
• Maintain bid trackers, timelines, and submission checklists
• Liaise with Construction, Living Markets, Commercial, Finance, and Health & Safety teams to gather accurate technical and operational content
• Review and refine draft responses to ensure clarity, consistency, and scoring alignment
Content Library & Continuous Improvement
• Build and maintain a central bid library, including:
• Case studies
• CVs and role profiles
• Policies, accreditations, and certifications
• Standard responses and method statements
• Analyse tender feedback and support continuous improvement of bid quality and win rates
• Ensure all bid content reflects Madison Brook’s brand, tone of voice, and values
Compliance & Quality Assurance
• Ensure submissions accurately reflect current accreditations (e.g. Constructionline, CHAS, ISO, etc.)
• Support framework audits, refreshes, and re-submissions as required
• Maintain strong document control and version management
Skills & Experience
Essential
• Proven experience as a Bid Writer / Proposal Writer within:
• Construction
• Property
• Housing
• Capital works or public sector services
• Strong understanding of public sector procurement and framework bidding
• Exceptional written English, with the ability to write clearly, persuasively, and concisely
• Highly organised, with strong attention to detail and deadline management
• Confident working cross-functionally with operational and commercial teams
Desirable
• Experience writing bids for Purchase & Repair or housing acquisition programmes
• Experience with capital works or refurbishment frameworks
• Familiarity with procurement portals (e.g. Delta, Proactis, In-Tend, Atamis)
• Understanding of evaluation scoring methodologies
• Experience managing multiple concurrent submissions
