Job title: Senior Procurement Specialist
Reporting to: Procurement Manager
Accountable to: Director of Procurement
Pay Band: Agenda for Change Band 6
As part of the Single Corporate Service, the role provides a service across both Isle of Wight NHS Trust and Portsmouth Hospitals University NHS Trust.
Individuals may be required to undertake business travel between sites. The frequency and arrangements will be discussed individually, and the staff mobility local agreement will apply.
Leaders managing staff across multi-site locations need to be visible and provide in-person leadership. The arrangements and frequency will be agreed locally.

Develop innovative methods to ensure efficient processes internally and deliver value for money externally. Maintain a log of lessons learned and implement actions for continuous improvement.
Lead responsibility for delivering high-value and complex procurement.
Responsible for income generation projects, notably Equipment Disposal.

Job responsibilities
Specific Core Functions
* Provide specialist procurement knowledge across various commodity areas. Manage complex, high-value contracts and develop innovative methods for maximizing benefits.
* Produce EU advertisements, tender and contract documentation. Negotiate with suppliers and departments to ensure value for money and strong partnerships.
* Work with departments to ensure accurate specifications and criteria for goods and services. Offer commercial and contractual advice.
* Supervise and manage a Procurement Specialist, including work allocation, appraisals, training, and development.
* Act as deputy to resolve issues in the absence of the Theatres Procurement Manager or Head of Procurement.
* Support tender meetings as chair or secretary and provide procurement support.
* Contribute to the annual procurement work plan, identifying savings and added value opportunities. Implement new contracting areas and work with directorates to execute changes and R&D activities.
* Research commodities and markets during tenders. Prepare evaluation sheets and utilize the Atamis E Tendering Solution. Use Excel for databases and reports.
* Develop and implement departmental policies and procedures. Share knowledge as a Procurement Champion.
* Maintain the team’s work plan and database to monitor performance and targets.
* Participate in training colleagues and Trust staff for professional development.
* Advise on best value rates, e.g., National Framework or local tenders.
* Lead income generation projects, including Equipment Disposals and capital projects.
* Promote continuous improvement and share best practices using lessons logs and visual tools.

Person Specification
Qualifications
* Knowledge of professional purchasing principles (CIPS or equivalent).
* Understanding of products within Theatres.
* Strong supplier and customer partnership skills.
* Prince 2 Practitioner or equivalent project management qualification.
Experience
* Contract Management and Procurement legislation experience.
* Negotiation experience leading to cost reductions and value addition.
* Experience with tenders/quotations and contract management.
* Proven track record of achieving savings through innovative methods.
* Project management experience or qualification.
* Experience working in the public sector and proactive category management.
