The role
We are offering an exciting opportunity to join the North East Wales Industry & Waste Regulation Team as a Senior Industry and Waste Regulation Officer. This role plays a key part in protecting and enhancing the environment as part of Natural Resources Wales.
Responsibilities
* Regulate complex, high‑risk industrial and waste activities, including large installations, COMAH sites, RSR facilities, and waste management operations.
* Respond to environmental incidents and reports, investigating impacts and taking appropriate follow‑up action.
* Apply NRW’s Regulatory Principles to drive compliance, use proportionate enforcement, and secure meaningful environmental benefits.
* Enforce regulations and take evidence collection actions in accordance with defined procedures.
* Lead responses to large or contentious cases and issue enforcement notices as required.
* Coordinate pre‑application discussions with operators and NRW permitting teams to enable timely, efficient, and quality permit variations, applications, and surrenders.
* Determine and implement the most appropriate intervention when non‑compliance is identified, ensuring quick return to compliance with minimal environmental impact.
* Co‑create medium‑term regulatory strategies with operators, engaging senior managers and executives to deliver multiple benefits.
* Represent NRW in technical/strategic groups or external forums, including UK regulator sector groups.
* Contribute to sector and cross‑agency groups to promote consistent regulatory approaches and best practices.
* Co‑achieve coaching and mentoring of team members.
* Participate in incident response activities and maintain a positive health, safety, and well‑being culture.
* Fulfil health and safety duties appropriate to the post.
* Drive to regulated sites, including responding to incidents and complaints at short notice.
* Other reasonable duties as requested, commensurate with the grade of the role.
Qualifications, experience, knowledge and skills
Applicants must demonstrate extensive knowledge and experience as a regulator or within a regulated industry, a good understanding of commercial business processes and pressures, and the ability to communicate effectively with regulated businesses and the public, explaining complex issues and gaining support by influencing.
Welsh Language level requirements
* Essential: Level A2 – Elementary Level
* Desirable: Level B2 – Upper intermediate level
