Job Purpose

The Payroll Team Leader is responsible for overseeing and delivering a high-quality payroll function, ensuring all payments, reporting, and compliance obligations are fulfilled accurately and on time. This role acts as the organisation’s lead on payroll-related statutory duties, contract-related payroll matters, and continuous improvement of payroll systems, processes, internal and external reporting. The postholder also line-manages and works collaboratively with Finance, HR, and external partners including HMRC.


Key Responsibilities

* Payroll Management
* Maintain payroll records and manage changes (starters, leavers, contracts, pay)
* Oversee pensions, statutory payments and salary-related schemes
* Approve salary payments and provide payroll reports
* Compliance and HMRC
* Manage HMRC submissions and year-end processes
* Ensure payroll compliance with UK legislation
* Act as key contact for payroll-related external queries
* Contracts and Service Delivery
* Ensure payroll aligns with contractual and service requirements
* Support HR and Operations on contract interpretation and TUPE matters
* Contribute to bid applications and service agreements
* Reporting and Finance Support
* Prepare payroll reports for senior leadership
* Reconcile payroll with budgets and support audits and forecasting
* Systems and Improvement
* Streamline payroll processes and strengthen controls
* Support system upgrades and continuous improvement initiatives
* Lead, support and develop the payroll team
* Promote accuracy, integrity and best practice


Person Specification

* Significant experience managing end-to-end payroll in a medium or large organisation
* Strong knowledge of UK payroll legislation and HMRC requirements
* Experience using payroll systems and producing accurate payroll reports
* Proven reconciliation and reporting skills
* Excellent attention to detail, organisational and time management skills
* Ability to work collaboratively with HR, Finance and senior stakeholders
* Commitment to equality, diversity and inclusion
* CIPP membership or relevant payroll qualification
* Experience in a charity, public sector or multi-contractor environment
* Experience with pensions administration and TUPE payroll matters
* Experience managing a growing team
