Portsmouth Water is looking for a Demand Reduction Manager to coordinate initiatives that help reduce water consumption across both households and businesses. The role will focus on developing and delivering strategies to lower household per capita consumption (PCC) and manage non-household demand, supporting customers to use water more efficiently. Working across operational, behavioural and data-led programmes, the successful candidate will help deliver key regulatory Outcome Delivery Incentives (ODIs) while supporting the company’s long-term water resource planning goals and commitment to sustainable water use.
Responsibilities
* Develop and implement the company’s demand reduction strategy for household PCC and non-household consumption.
* Create annual and AMP-wide plans to deliver ODI performance commitments efficiently and sustainably.
* Identify and explore new opportunities for PCC and business demand reduction, including behavioural programmes, operational leakage interfaces, smart metering insights, and water efficiency technologies.
* Monitor performance throughout the year, identifying risks and implementing supportive improvement plans.
* Produce accurate performance forecasts, insights, and reports for senior leadership and regulators.
* Oversee external delivery partners, supply chain performance, and contracted water efficiency activity.
* Work closely with operations, metering, customer services, network strategy, and asset teams to identify and address demand hotspots.
* Guide the delivery of water efficiency programmes.
* Use consumption data (smart meter insights, billing data, network data) to identify trends, high-usage clusters, and opportunities for targeted intervention.
* Evaluate the success of demand reduction initiatives using KPIs, cost-benefit analysis, and customer feedback. Explore emerging technologies, digital tools, and innovative approaches (e.g., behavioural nudges, IoT leak alarms, water saving technologies).
* Coordinate trials and pilots for new methods of reducing household and business demand.
Qualifications / Skills
* Strong understanding of water demand management, water efficiency principles, or water resource planning. Experience delivering performance outcomes in a regulated environment.
* Excellent data analysis and insight skills, with the ability to interpret complex consumption data.
* Proven project or programme management experience.
* Strong stakeholder engagement skills, especially across operational, commercial, and customer-facing teams.
* Ability to support teams and encourage cross-functional delivery.
* Excellent communication and presentation skills.
* Recognised management qualification.
