Role Summary
This role is responsible for maintaining strong relationships with Integrated Care Boards (ICBs), ensuring contractual compliance, supporting operational delivery against agreed activity plans, and overseeing accurate financial and performance reporting.
Working closely with operational, finance, data analytics, coding, and clinical teams, the successful candidate will ensure contractual performance aligns with commissioner expectations and organisational objectives. This is a highly collaborative position requiring the ability to work independently, manage multiple contracts simultaneously, and provide clear reporting and escalation insight to senior leadership and board-level stakeholders.
While this is a remote position the ICBs you'll be working with will be based in the West Midlands.
Main Duties and Responsibilities
Contract Management
* Manage a portfolio of NHS and ICB-commissioned clinical service contracts across multiple regions.
* Ensure compliance with NHS Standard Contract requirements, including schedules, KPIs, reporting obligations, and variation processes.
* Lead contract review meetings with commissioners and internal stakeholders.
* Coordinate and support contract renewals, negotiations, and service variations.
Activity Planning & Performance Monitoring
* Analyse referral trends and activity assumptions to support accurate capacity and operational planning.
* Work collaboratively with operational teams to identify delivery risks and implement corrective actions where required.
* Monitor contract performance against agreed activity, quality, and financial targets.
* Produce regular performance and exception reports for senior management and board-level review.
Financial Reconciliation & Reporting
* Reconcile provider activity and invoices against commissioner budgets and agreed contractual baselines.
* Work closely with finance, data analytics, and clinical coding teams to validate activity and resolve discrepancies.
* Support forecasting, budget tracking, and variance analysis across commissioned services.
* Maintain robust audit trails and governance processes.
Stakeholder & Commissioner Relationship Management
* Build and maintain strong professional relationships with ICB commissioners and NHS stakeholders.
* Act as a key point of contact for contractual and performance-related matters.
* Support collaborative working across clinical, operational, finance, and executive teams.
* Prepare high-quality correspondence, reports, presentations, and briefing papers.
Governance & Continuous Improvement
* Ensure contract governance processes are adhered to across all commissioned services.
* Identify opportunities to improve processes, efficiency, and overall contract performance.
* Support wider commercial and strategic projects as required.
Person Specification
The ideal candidate will have:
* Significant experience managing large independent sector clinical service contracts commissioned by ICBs or NHS commissioners.
* Strong working knowledge of NHS Standard Contracts, including schedules, performance metrics, and variation procedures.
* Experience interpreting activity planning assumptions and referral trend analysis.
* Proven experience reconciling financial flows between provider invoices and commissioner budgets.
* Experience producing contract performance reports and board-level exception reporting.
* Demonstrable stakeholder management experience across operational, clinical, finance, and commissioning environments.
* A strong track record of developing and maintaining effective commissioner relationships.
* The ability to independently manage a portfolio of contracts with minimal supervision.
