The Strategic Pipeline Alliance (SPA) is searching for a Planning & Consents Strategy Manager to support and enhance our project delivery team. What will you be doing as our new Planning & Consents Strategy Manager ? Reporting to the SPA Enabling Manager, you will work closely with the project Planning and Consenting Leads and the Stakeholder Relationships Manager to identify opportunities to optimise consenting pathways, develop strategic engagement approaches, whilst applying knowledge and captured lessons learned from AMP7. You will focus on aligning strategic planning and stakeholder activities with the requirements of the IC2 delivery programme, including risk mitigation and planning timeline acceleration. Key responsibilities: Develop and implement a strategic planning and consenting delivery model, identifying opportunities to accelerate planning timelines and proactively mitigate risks to programme delivery Review consenting strategies across all IC2 projects to provide strategic guidance, evaluate alternative consenting approaches, identify opportunities to optimise the use of Anglian Water’s permitted development rights as a statutory undertaker and associated risks Work closely with the Stakeholder Relationships Manager to identify key considerations and develop practical solutions for effective stakeholder engagement, contributing to a cohesive planning and stakeholder strategy Integrate key provisions of legislation such as the Planning and Infrastructure Bill (2025) into SPA’s planning and consenting strategy, to identify opportunities for accelerating project timelines, enhancing certainty, and improving coordination with statutory consultees, while maximising the use of Anglian Water’s permitted development rights Support the Head of Planning & Consents in developing a stakeholder mitigation strategy, aimed at streamlining the planning approval process. Work collaboratively with the enabling team, stakeholder engagement leads, senior project managers, engineers, designers and construction teams to help deliver schemes on time, on budget and with minimal environmental impact. Use digital technology to drive innovation and efficiency within the Enabling Team, Consenting Team, the wider business and local planning authorities. A little bit about your skills, experience and behaviours: This job might be for you if you are: Experienced in the understanding of planning legislation and regulatory frameworks, with the ability to produce robust strategic implementation plans, that supports successful programme and project delivery Educated to degree level in relevant subject A Member of RTPI or eligible to join Able to work flexibly across several projects and to meet required deadlines Effective in written and verbal communication Experienced in recording/writing detailed technical data and reports Experienced of reviewing & developing strategy documents Experienced in using Geographical Information Systems (GIS) packages such as ArcGIS, QGIS, MapInfo for geoprocessing and visualisation of data.
