Purpose of Role
Authorised Person - Electrical covering sites across Surrey and Hampshire
Job Description
The new Authorised Person will be responsible for the practical implementation and operation of JSP375 (Management of Health and Safety in Defence) to support the effective and timely delivery of planned and response maintenance, in conjunction with billable works.
Responsibilities
1. Ensure as far as reasonably practical that all persons within the Service Delivery Area observe the requirements of JSP375.
2. Assess the competence of Skilled Persons for appointment to ensure suitably qualified and experienced operatives are directed to relevant tasks, and review experience and performance regularly.
3. Produce high-quality Risk Assessments and Method Statements; issue safety programmes and Permits to Work where required.
4. Provide professional and technical support and advice to the site team, Supply Chain, DIO, and end users.
5. Record all tasks against the appropriate assets in the system; ensure all job-related documentation is completed, recorded, and distributed.
6. Manage project work as directed; coordinate with the Billable Works team to ensure standards are met.
7. Review site risk registers; follow maintenance and management processes; notify Management of equipment or system defects; contribute to risk meetings as required.
8. Reduce the number of corrective actions (CARs) raised; close existing CARs within agreed timescales.
9. Liaise with Authorised Engineers; maintain personal training and knowledge across all sites within the Service Delivery Area; keep accurate records of site attendance and activities.
10. Identify opportunities to support the MoD’s carbon reduction targets.
11. Collaborate with colleagues to ensure consistent delivery of JSP375 across the contract.
12. Develop and maintain effective relationships with DIO and end users to support estate activities and provide technical advice.
13. Support the Helpdesk in providing professional and technical advice.
14. Arrange training; supervise and assess Skilled Persons; instruct personnel operating equipment under the control of the Authorised Person; ensure Skilled Persons are aware of work restrictions and suspend appointments if necessary.
15. Manage costs and stakeholder expectations through effective communication and sound commercial decisions.
16. Support contract risk management and mitigation efforts.
