Job Description
Summary
This role involves overseeing the construction of new or modified highway and transport infrastructure from a County Council perspective, ensuring compliance with the Highway Act 1980 Section 38, 278, and other relevant regulations. The position aims to ensure that infrastructure is built according to the County Council's specifications to minimize future maintenance liabilities. Additionally, the role is crucial in safeguarding the County Council’s reputation while fostering positive relationships with developers, contractors, elected officials, the public, and law enforcement.
Responsibilities
* Inspection and Assessment: Oversee and evaluate all aspects of highway and transport infrastructure during construction, including earthwork preparation, pavement construction, drainage, surfacing, road markings, lighting, and utilities.
* Record Keeping, Communication, and Collaboration: Maintain and distribute inspection records and test results, handle inquiries efficiently, and collaborate with developers and contractors to ensure timely project completion.
* On-site Advice & Technical Decision Making: Address construction and engineering issues on-site, ensuring solutions do not compromise highway adoption or increase maintenance burdens.
* Technical Support: Assist Highway Development Management Engineers with technical vetting of proposed highway works and coordinate with various teams to ensure effective traffic management.
* Adoption Administration: Gather and organize documentation required for highway adoption and work with engineers to issue adoption certificates promptly.
* Other Duties: Provide construction expertise for planning application responses, contribute to policy documents, and collaborate with colleagues to enhance service delivery.

Requirements
* Qualifications:
o BTEC National Certificate Level 3 or equivalent in Civil Engineering or Construction (Essential)
o Construction Skills Certification Scheme Certificate (Essential)
o NHC or HND in Civil Engineering or Construction (Desirable)
o NEBOSH Certificate in Health and Safety for Construction (Desirable)
* Knowledge:
o Understanding of highway construction specifications and maintenance methods (Essential)
o Proficiency in IT systems for recording inspections (Essential)
o Familiarity with relevant highway legislation and national guidance (Desirable)
o Knowledge of CCC’s construction specification and development management processes (Desirable)
* Skills:
o Strong communication and interpersonal skills (Essential)
o Methodical approach to record-keeping and inquiries (Essential)
o Ability to organize and prioritise workload (Essential)
o Professional writing skills for correspondence (Essential)
