About the Opportunity:

Working within the PDP-S Framework supporting delivery for the Ministry of Defence, we are currently recruiting for an experienced and flexible Quantity Surveyor to work on a long-term infrastructure programme. The programme is working within an NEC 4 environment and the requirements necessary to support successful delivery are aligned to this. The individual will be an integral part of a multi-functional team that is accountable for the commercial and contractual governance of a £multi-million defence infrastructure programme.

Key responsibilities will include:

1. Must be able to work collaboratively with appointed external consultants providing assurance on cost and financial deliverables;
2. Support the authority in developing underpinning business case evidence;
3. Producing cost reports, cash flows and cost forecasting;
4. Support contractors in keeping everything transparent and data-driven, holding them to account for the integrity of cost and commercial data provided;
5. Support key decision-making with data-driven cost management insights;
6. Identify cost-saving strategies and optimize contract performance;
7. Attending progress meetings and monthly cost meetings;
8. Support public sector objectives of delivering value for money in all circumstances;
9. Support contractors and CS to develop early ideas into feasible strategies and associated plans;
10. Validating the provenance of cost data to support public sector audit and assurance requirements;
11. Ensuring change control is managed on behalf of the client in accordance with contracts;
12. Promote commercial awareness throughout the programme;
13. Support formal dispute resolution process and contract close out strategy as required;
14. Scrutinise and assess commercial contracts, procurement, and negotiations in an NEC environment;

Personal Attributes:

15. Proven expertise in quantity surveying on large-scale infrastructure project and procurement, and / or estimating experience desirable;
16. Experience of working with NEC contracts and civils infrastructure cost estimating;
17. Ability to constructively challenge contractor cost estimates and willingness to look beneath the figures required;
18. Demonstratable understanding of the inter-relationship between estimating, costing, risk and schedule;
19. Ability to engage effectively with stakeholders at all levels and across disciplines, even when facing challenge;
20. Comfortable working at pace within a demanding environment;
21. Good communicator able to convey complex financial information to non finance professionals;
22. Able to operate autonomously, with authority, skilled in developing and building relationships;
23. Willingness to travel to London site 2-3 days per week

Expected Qualifications:

24. BSc Quantity Surveying / Construction Management and RICS / CIOB preferred;
25. 10 years experience working on £multi-million complex infrastructure projects.
