Role Description
Your client is the principal airport serving Norfolk and the surrounding area, providing essential regional air traffic services. The airport is committed to safety, regulatory compliance, and operational excellence.
The Air Traffic Services Manager (ATSM) is accountable to the Operations Director for the management of all Air Traffic Services (ATS) and associated systems. This includes oversight of ATC operations, Air Traffic Engineering, and Airfield Ground Lighting personnel. The role ensures the safe, compliant, and efficient delivery of ATS, in line with CAA regulations, CAP 670, and company policies.
Responsibilities
* Lead and manage ATC, Air Traffic Engineering, and Airfield Ground Lighting teams.
* Ensure ATS operations comply with CAA regulations, CAP 670, and the Manual of Air Traffic Services Part 1 & 2.
* Develop and maintain the Safety Management System (SMS) within ATS.
* Support the Operations Director with day-to-day operational management of the airport.
* Manage ATS budgets, resources, and regulatory documentation.
* Appoint and oversee suitably qualified personnel (SQEP), including SATCOs, ensuring training and development meet safety priorities.
* Set ATS safety targets and monitor achievement.
* Liaise with adjacent airfields, airspace users, regulators, and customers to maintain safe operations.
* Oversee incident reporting, investigation, and post‑incident support including occupational health counseling.
* Ensure controlled documents, aviation publications, and AIP entries are accurate and compliant.
* Lead major projects affecting ATS operations, ensuring changes are safe and compliant.
* Monitor Health & Safety compliance, risk assessments, and environmental responsibilities within the department.
* Attend Group ANSP Safety Forum and other company safety initiatives as required.
* Carry out additional duties as delegated by the Operations Director.
Requirements
Qualifications & Education
* Dual‑rated ATCO (APS & ADI)
* Qualified OJTI
* Qualified ATC Assessor
Experience
* Minimum 5 years as a dual‑qualified ATCO
* Applications may be considered from individuals with ATC management experience even if dual ATC ratings are not held
Specialist Training
* Health and Safety
* Any other relevant training as directed by the Operations Director
