The Deputy Manager will assist the Programme Manager with leading the effective delivery and co-ordination of the Sure Start programme, within a multi-agency and community partnership framework.Planning and co-ordinationTo support the administration of initiatives as required including contributing to a yearly business plan.To take the lead on ensuring that the most appropriate approach for local evaluation of the programme and its activities is implemented.Staff ManagementTo support, motivate, coach, supervise and appraise a multi-disciplinary team.To provide direct line management for the Health & Wellbeing Team and Information and Communication Coordinator.PartnershipAssist with facilitating the integration of the Sure Start programme within existing local initiatives, including statutory authorities with a view to maximising resources and outcomes for families.Assist with the management of effective partnerships with all relevant stakeholders, partner agencies and relevant community and voluntary organisations, including parents and children.


Responsibilities

* To assist with the development, planning and overseeing of activity which is integrated into the full Sure Start Business Plan.
* Work closely and communicate effectively with the Programme Manager, the Senior Management team and colleagues.
* Continually develop close working relationships with partner organisations, local community, voluntary and statutory agencies.
* To collate and facilitate referrals for families to and from Coleraine Sure Start Partnership and other agencies.
* Assist in providing strategic oversight in the gathering and presentation of baseline statistics, and performance data as required providing support to staff who are responsible for evaluation.
* Support staff to encourage parents to become actively involved in a range of programmes offered through Coleraine Surestart Partnership and its partners.
* To support the development and delivery of services by the Health and wider teams and manage performance to meet annual targets.
* To identify and source training, professional development and resource needs within the Health & wider teams and in line with the business need.
* Take part in recruitment and selection of staff to agreed levels.
* To attend meetings and represent and promote the work of all partners in the delivery of a fully integrated programme.
* Assist with ensuring appropriate policies and procedures are in place and embedded / followed for staff working within the Sure Start Programme.


Skills and Qualifications

* A degree in Social Work, Health Related Subjects, Education, Early Years, Community Development or another relevant Discipline or a degree plus a postgraduate qualification in a relevant discipline.
* A minimum of 2 years’ experience in a management role.
* Proven ability of planning and leading initiatives effectively.
* Experience of working in partnership across a range of partners.
* An understanding of Staff / Human Resources Issues / Policies.
* Knowledge and understanding of the underlying principles of Sure Start.
* Access to a form of transport which will permit them to meet the requirements of the post in full.
* Good organisational skills and good oral and written communication skills.
* Strong level of IT Skills with the ability to use Microsoft Office packages.
* Ability to prioritise and work to deadlines and ability to lead a team.
