Overview
Dudley Metropolitan Borough Council is seeking an exceptional leader to join the newly appointed senior leadership team as Associate Director – Acquisitions, Compliance & Maintenance, playing a pivotal role in delivering the ambitious Council Improvement Programme and new operating model.
This is a new and critical, high‑profile role responsible for leading on development (acquisitions, disposals, new builds), professional functions, capital projects, buildings compliance and construction, DFGS, facilities management and their associated resources to enhance community well‑being, promote sustainability, deliver key priorities aligned with the vision and ensure proper compliance and effective business operations of the council.
It is an exciting time to join as we launch a new Corporate Estate Management Strategy which will set the future direction for investment in our assets and a bold framework that supports land assembly and on‑the‑ground delivery to help meet the continued and ambitious growth agenda. With a multi‑million‑pound Ice Rink development and Eton College already in the pipeline as new additions to Dudley Town Centre, the scale of change is clear; this is a great opportunity for an experienced leader to shape the future of the Borough.
Key Responsibilities
* Provide strategic leadership for the Council’s property portfolio, including acquisitions, disposals, and new build delivery.
* Lead large‑scale capital programmes and multidisciplinary professional teams across construction and property services.
* Ensure full compliance with the Building Safety Act, Regulator of Social Housing standards, and all statutory and regulatory requirements.
* Drive high‑quality maintenance, repairs, refurbishment, and facilities management services.
* Lead governance, risk management, and performance frameworks, using data and insight to drive continuous improvement.
* Embed modern, sustainable, and digitally enabled approaches to service delivery.
* Work collaboratively across the organisation and with partners to deliver Council‑wide priorities and transformation outcomes.
About You
We are looking for a strategic, politically astute leader with:
* Significant senior leadership experience in a large, complex organisation.
* A track record of delivering large‑scale transformation and capital programmes.
* Strong experience in property, construction, compliance, or related disciplines and a commercially minded ‘open‑for‑business' approach.
* A commitment to high standards of governance, transparency, and public accountability.
* Excellent stakeholder management, partnership working, and communication skills.
You will bring visible, values‑driven leadership and the ability to inspire high‑performing teams, delivering meaningful improvements for residents and communities.
