Role Summary
As a Senior Manager, you will be a key member of the strategy and assurance team within the People & CNO Business Partnering team. You will work with a number of key stakeholders including budget holders, programme teams and policy leads. You will be involved in fast‑paced projects that require adaptability, rigor and innovation, offering exciting career development within the NHS, health or the public sector.
Key Responsibilities
* Supporting the education funding reform programme.
* Maintaining and reporting unit costs for education and training.
* Supporting strategic policy decisions.
* Working closely with government to agree NHS funding.
* Ensuring the NHS lives within its annual budget.
* Deciding how to distribute the funding to the different NHS services and parts of England.
* Supporting innovative programmes that improve the care and experience of NHS patients or people using NHS services.
* Setting out the financial and performance priorities the NHS should be delivering each year.
* Exploring how the NHS can make the best use of its money.
* Looking at how spend on building or equipment can improve the care and experience of people using NHS services.
* Considering how nationally we use these resources to improve healthcare outcomes, reduce inequality, improve health and support the NHS.
Skills & Experience
* The clinical and operational priorities, risks and opportunities associated with workforce and training for the NHS.
* The operational and financial relationships between DHSC, NHS England and individual providers and commissioners in the NHS.
* Turning proposals for clinical or operational change into detailed costings and challenging these for efficiency and value‑for‑money gains.
* Financial flows, allocations, contracts and pricing and financial incentives in the NHS.
* Working with programmes across NHS England and wider stakeholders to develop new policy – identifying financial risks and opportunities and advising senior finance and programme colleagues on how best to enact financial process and funding to ensure value for money.

In March 2025, the Government announced that NHS England and the Department of Health and Social Care will increasingly merge functions, ultimately leading to NHS England being fully integrated into the department.
