Overview

This is an essential role to provide the underpinning evidence and understanding of our communities and Health System so we can work collaboratively with and for our population. This role leads the corporate analytics and modelling team for the Health Board, collaborating with divisions, analysts, and clinicians to provide evidence on service performance and supporting organisational strategy. Responsibilities include producing analyses, advancing data modelling, and developing tools for data acquisition and management. The position offers insight into the impact of changes, helping ensure efficient and equitable healthcare across Gwent. This is a pivotal time to join as we strengthen our ability to support improvement throughout the Health Board.


Responsibilities

* Provide leadership and strategic guidance for insight and modelling practices to enable the Health Board to deliver high-quality, comprehensive, and coordinated services.
* Facilitate collaboration with staff across all Divisions, including operational, transformation, DDaT, and Public Health teams.
* Oversee the analysis and collection of data via Health Board platforms and produce targeted insights, models, reports, and advisory information to support the Health Board and its partners.
* Deputise for the Head of System Planning and Performance, supporting the Clinical Futures Team in informing healthcare activity, shaping future policy, and planning resource requirements.
* Lead the analysis of major service changes within the Health Board and contribute to strategy development and the IMTP planning process and submissions.


Qualifications and Experience

* Essential: Master’s level in a relevant subject or equivalent demonstrable senior experience in specialist analytics, with extensive senior experience in public health or health inequalities.
* Substantial experience at a senior level involving data analysis and modelling in healthcare settings.
* Experienced leader with specialist knowledge of mathematics and statistics.
* Knowledge of the current health system within Gwent, Health Board aims, and current national health policy; knowledge of the Public Health agenda; understanding of equality and diversity issues.
* Experience presenting highly complex information to clinicians and senior managers (including at board level).


Experience

* Designing, developing, and delivering strategically aligned data science and modelling training programmes.
* Managing project scope and delivering in evolving environments requiring proactive problem-solving and prioritisation.
* Extensive knowledge of specialist areas through postgraduate study or equivalent experience, with continuing professional development.


Desirable

* Experience in data warehousing.
* Experience in health services planning within the public sector; evaluating and measuring public health service performance.
* Advanced experience with SQL; Python or R.


Skills and Attributes

* Advanced IT skills with a high level of experience in Microsoft Office.
* Ability to manage complex workloads and meet tight timescales; strong leadership, interpersonal, communication, and organisational skills.
* Negotiation, motivation, and data quality awareness; understanding of operational research’s role in planning and improvement.
* Ability to empower and coach staff; manage difficult incidents; lead analysts across multiple organisations to deliver outputs.
* Ability to provide and receive highly complex or sensitive information and negotiate with senior stakeholders; excellent presentational skills; ability to persuade and influence others; capable of leading training and development for internal and external participants.


Other

* Ability to identify risks, anticipate issues, and create solutions related to project or service delivery.
* Ability to understand complex information quickly and make decisions where opinions differ; problem-solving and decision-making under pressure.
