Overview

Engagement Officer role at Transport for London (TfL). Hybrid working; location: Palestra / Hybrid. Application closing date: 30/10/2025 at 23:59.


Responsibilities

* Accountable for day-to-day communications and engagement with representatives of London boroughs, resident and neighbour groups, and other community stakeholders.
* Assist Senior and Local Engagement Managers and/or Consultation Manager (Portfolio) to provide a single view of stakeholders, supporting TfL’s policy, projects and initiatives, and protecting TfL and the Mayor’s reputation.
* Execute integrated engagement strategies targeting specific stakeholder audiences, upholding TfL’s reputation and ethical standards while supporting team and business objectives.
* Build and maintain strong relationships with assigned stakeholders, providing insight and analysis to support strategic relationship-building on projects and operational issues.
* Lead targeted engagement and consultation campaigns to achieve positive outcomes for TfL’s priorities.
* Collaborate across teams to engage stakeholders on TfL projects and consultations, manage responses, negotiate issues, and generate advocacy.
* Gather regular feedback from external audiences and share intelligence with relevant colleagues, challenging internal processes when appropriate.
* Conduct external consultations on policy proposals, projects and transport service changes to enhance public and political perceptions of TfL.
* Produce high-quality written briefings, speeches and correspondence for the Commissioner and senior colleagues, often to tight deadlines.
* Produce high-quality consultation and engagement plans, materials and reports for TfL’s public consultations.


Skills, Knowledge & Experience

* Strong influencing, networking and relationship-building skills (essential).
* Ability to collaborate across levels and teams to achieve stakeholder and TfL outcomes (essential).
* Strong analytical ability (desirable).
* Ability to translate complex technical information into concise communications for varied audiences, with tight deadlines (essential).
* Self-motivated with the ability to take initiative (essential).
* Strong organisational skills (essential).


Knowledge

* Educated to at least degree level or equivalent qualification/experience (desirable).
* Knowledge of external affairs engagement and consultation approaches (desirable).
* Understanding of governance structures and legislative environment TfL operates in: local, regional, national (desirable).
* Knowledge of relevant policies and political environment related to core stakeholder audiences (essential).
* Understanding of London’s strategic issues and needs (desirable).
* Understanding of relationship between media, political decision-makers and stakeholders (desirable).
* Knowledge of effective stakeholder database use (essential).
* Knowledge or willingness to acquire knowledge of Gunning principles and current consultation good practice (essential).


Experience

* Experience in strategic stakeholder engagement, ideally with borough or community stakeholders (essential).
* Experience engaging external audiences to secure advocacy and obtain consent (essential).
* Experience in a mainstream public affairs environment or integrated communications team (desirable).
