Workforce Learning and Development Officer to join Southampton City Council (SCC) on a part‑time, fixed‑term basis in the Health Determinants Research Collaboration (HDRC). In this role, you will identify and provide learning and development activities to support the council in using evidence when making decisions that impact on health.


About the team:

The team is dedicated to enhancing the council’s capacity to become more research‑active, using evidence to inform decision‑making and drive meaningful change. With a strong focus on tackling health inequalities and supporting disadvantaged communities, the HDRC brings together professionals from public health, organisational development, and evaluation to foster a culture of Evidence Informed Decision Making. This collaborative and forward‑thinking environment offers a unique opportunity to contribute to innovative research and learning initiatives that shape policy and practice at a local level.


About the role:

Key responsibilities include:

* Design and deliver learning and development (L&D) programmes focused on using research evidence to inform decision‑making.
* Collaborate with Organisational Development (OD) colleagues to embed Evidence Informed Decision Making into staff induction and development processes.
* Facilitate engaging training sessions for staff and elected councillors, adapting delivery to suit diverse group dynamics and learning needs.
* Evaluate the impact of L&D activities in partnership with the HDRC Evaluation Lead to ensure continuous improvement.
* Lead OD projects aligned with the HDRC Business Plan, considering resource and budget implications.
* Support the development of Annual Performance Reviews to include evidence‑informed practices.
* Promote internal and external opportunities for research involvement, including training, funding, and qualifications.
* Foster a culture of employee‑led learning and continuous improvement by supporting a cohort of research‑interested staff.
* Identify and pursue opportunities for collaboration and income generation related to L&D programmes.
* Ensure compliance with Council policies, including financial management, health and safety, and safeguarding.
* Maintain accurate records and produce high‑quality reports within required timeframes.
* Actively participate in team and multi‑agency activities to enhance communication, involvement, and organisational capability.

About you:


Essential Skills and Experience:

* L&D Qualification at Level 4 and above or equivalent experience.
* Have broad experience of designing and delivering learning and development and/or organisational development services.
* Have exceptional verbal and written communication skills and ability to present data and information clearly.
* Have excellent level of IT literacy to be able to use self‑service, digital user platforms and applications and MS Office.


Desirable:

* Postgraduate study CIPD qualification.
* Previous Project Management skills.
* E‑learning design and development using authoring software.
* Experience of L&D in relation to research.

Salary: The salary band for this role is £37,280 - £40,778. The starting salary is £37,280 with annual progression through the salary bands.
